Well, what a surprise, we've been sold down the river for the usual "thirty pieces of silver" by our Congress and our President, working together in unison, for the nth time.

The $700 billion bailout, a mere sideshow, sweetened with 150 billion in pork, has now been approved so that Wall Street can continue to game the system and its hapless suckers, the American sheople. Just put some pork in, and the hungry piranha in Congress would legislate their own mothers into slavery for a nice juicy morsel of that pork. And never mind the moral hazard dripping from the pork, because that makes it taste all the sweeter.

If you were wondering why all the healthier financial institutions, and of course we say that with tongue-in-cheek because we know they are all eventually slated for destruction by the explosive blast of a Quadrillion Dollar Derivative Death-Star, were buying all the gargantuan commercial and investment banks that are laden with toxic waste, you now have your answer. This is why all the shareholders in these zombie-acquisition deals are getting vaporized. Their assets were more valuable than they thought, because unbeknownst to them, the US government was about to pay far more for these assets than they were worth. But since the shareholders were not Illuminists, they were not privy to this information. And look at the disgrace with Citibank and Wachovia. After Citigroup wipes out the Wachovia shareholders, with the help of the FDIC, suddenly Wells Fargo, which now sees the value of all of Wachovia's crap paper via the Paulson Ponzi-Plan, comes through with a better offer. The Wachovia shareholders should attack Citigroup based on their fraudulent balance sheets, because they were in no position to acquire anything on this scale, or any other scale for that matter.

The Illuminist insiders were all told in advance that Wall Street's Excellent Bailout Bonanza would be stuffed down the throats of gullible US taxpayers. Note how many of these zombie-acquisition-deals were done before the bailout plan was even proposed on September 20. As you can see, the masters of the universe are so arrogant that they were willing to bet hundreds of billions of dollars that the Paulson Ponzi-Plan would be successfully shoved up our collective butts by our bought-and-paid-for-or-compromised government "representatives," so-called, despite the hue and cry of the sheople against this monstrosity, sometimes by as much as 300 to 1. All that cesspool paper that they now own by virtue of these zombie-acquisition-deals is very valuable to them. It will be sold to the government for far more than it is worth so that financial institutions around the world can somehow pretend that the losses are far less than they really are. And never mind that everyone in the world knows this stuff is crap, because we will all now have some sort of collective pipedream in the United Goldilocks Matrix. We can just see Hank and Ben firing up the pods and installing the everything-will-turn-out-juuuust-right software, so we can all pretend that the credit-crunch never happened. We will just ignore it. This is another Illuminist fantasy that will turn out about as well as their subprime scam.

Of course, the reality is, whether this cesspool paper worth pennies on the dollar is sold for its hold-to-maturity value or for some lesser, but still outrageously exaggerated, figure, the sheople will eat just about everything they pay out for this toxic garbage via the bailout plan. This stuff is crap even under current conditions, which are worsening by the minute. Just imagine what this stuff will be worth as the real estate markets, and the value of our new collateral, continue to fade off into the sunset while we enter into the Very Large Depression, which is now insured to happen by virtue of the Paulson Ponzi-Plan. And how much less will it be worth as the rate of return on this garbage gets buried by the upcoming double-digit interest rates that will be born out of the hyperinflation generated by all these bailouts, thus reducing its present value quite drastically. Then throw in the proposed government workouts, complete with interest rate reductions and cram-downs, just for good measure, and that ten cents on the dollar paper that we paid thirty, forty or fifty cents on the dollar for, will soon become worthless. Making matters even worse, all this toxic waste will be sold by select Illuminist institutions at what will be sham "arranged" auctions where everyone gets to sell what they want for the price they want, as long as they are Illuminist insiders. Everyone else can of course go scratch. With Hanky Panky as the real, unsupervised or rubber-stamped auctioneer, you can bet that we, the sheople, will be taken to the Illuminati's slaughterhouse to be sliced up into some prime cuts for the elitist carnivores. Mutton chops anyone? Dinner is now served, complete with caviar and champagne. Bon appetite.

The Illuminati will now act like drunken sailors at a keg party. They will drain the keg in short order, and then ask for more. If they do not get what they want, they will get rowdy, pounding the tables with their mugs and threatening a brawl that will destroy the tavern if they do not get their next round, pronto. Out comes the next keg, which gets drained even faster than the first because everyone is inebriated, and the next round of table pounding and threats becomes manifest. This process will proceed until everyone at the party has more than they can handle and passes out. Then comes the derivatives tsunami that will drown them all in a sea of counterparty risk, an event which will be used to usher in a new Orwellian, corporatist fascist state, where the financial, manufacturing and other major industries are all nationalized. We, and our European and Canadian counterparts, will all then resemble our fellow fascists, Marxists and dictators in Russia, in China, in the Middle East, in Asia and in South America, and the formation of world government will seem like the most the most natural thing to do, when everyone is on the same page, after the pesky, arrogant United States has been humbled into submission.

As we mentioned, this Excellent Bailout Bonanza, this Paulson Ponzi-Plan, is just a sideshow to distract everyone from the real issue, which is of course the Derivative Death-Star, with a Quadrillion Dollar mass that is about to implode, detonate, and morph into a financial black hole that will suck the entire world economy into its dark, massive, foreboding center. The subprime debacle is just one of the many fuses leading into the gargantuan derivatives powder keg. The subprime paper to be auctioned is little more than a catalyst for the creation of the real disaster, which are the credit-default swaps and interest rate swaps, an entangled, Byzantine labyrinth of opaque, unregulated counterparty risk that will be ignited by continuing corporate bankruptcies and double-digit interest rates that will be created by a hyper-inflated economy awash in bailout dollars which the Fed will have created out of thin air.

Foreign nations with dollar forex cannot possibly keep buying all the treasuries that will have to be created to fund all these bailouts because they are all experiencing rampant inflation, and printing more of their own domestic currencies to absorb the dollars necessary to purchase treasuries is no longer possible without risking social upheaval and revolution as hyperinflation destroys their economies. This means that some, or even most, of the new treasuries that will be created by the Treasury and the Fed to fund the bailouts and deficits will have to be monetized, which is immediately inflationary. M3 is about to explode as these many monetizations and the Fed's trillions in liquidity injections continue to flood the fiat money and credit system, which will continue in its cryogenic state despite the Paulson Ponzi-Plan that will now be implemented in an attempt to re-inflate the credit markets, which are the lifeblood of our debt-based, fiat money system, thanks to the cessation of the gold standard. Everyone on Wall Street knows that the subprime paper is not the real problem. The real reason they distrust one another, and will not lend to one another, is the unknown counterparty risk that will go into a plasma state when the Derivative Death-Star detonates. It is the opaque, unregulated OTC derivatives market that they are really afraid of.

Due to the fact that you have 70 or more trillion of credit default swaps insuring 5 trillion in bonds, a ten billion dollar loss by a large corporation can on average morph into a 140 billion disaster of epic proportions that could wipe out several other companies, whose own credit-default swap counterparty risk would then ignite, in a chain reaction reminiscent of a thermonuclear explosion. Remember, credit default swaps are not true derivatives with a zero net sum. They are insurance policies. But unlike most insurance, there are no regulators or loss reserves, thanks to Slick Willie Clinton and the Congress, which passed the Commodity Futures Modernization Act in 2000. Worse yet, they can be used to insure property which the insured party does not even own. Hence, you can see why everyone trembles at the thought of this radioactive sector going thermonuclear.

Did you see how the stock market received the Paulson Ponzi-Plan? They used it as an opportunity to de-leverage, which is pretty much all it was good for, and the Dow was taken to a new low in the process. No problems have been solved, and we will continue on to our ignominious destiny with recession, depression, and a third world Banana Republic standing where we are all but irrelevant to the world economy. No one will have anything but worthless paper to spend for foreign tangible goods.

Americans and Europeans are too stupid to understand the necessity of owning precious metals under these disastrous circumstances, and they will have little of value to trade for the tangible goods exported by the world's manufacturing economies, who have taken over America's role as the lead producer thanks to free trade, globalization, off-shoring, outsourcing and both legal and illegal immigration. The main purpose of the IF is to wise these dolts up, and save them from the planned destruction of our economy at the hands of the Illuminati. This situation is survivable, but advance notice and preparation are the key to success. Gold and silver are the only remedy for what now ails our nation, and nations around the world.

The Senate financial market rescue bill would temporarily allow the FDIC to borrow unlimited amounts of money from the Treasury Department in order to provide larger government deposit coverage that would extend until the end of next year, which really means forever. This has all the earmarks of a banana republic.

The latest propaganda from the government and the Illuminist think tanks tells us that, treasuries are more secure than gold because they are backed by the US government and gold has a counter party risk by whoever is storing your gold as the counter party. I've never heard any stupider comments.

The Fed has informed Bank of America to

be ready for a one-week

universal shutdown of the banking system, including access to checking accounts, savings accounts and credit cards. This is why you need $5,000 in small bills in your safe at home and small denomination gold and silver coins.

The proposed $ 700 billion bail out for US banks is a striking indication of the extent of the current crisis of financialised global capitalism. $ 700 billion is nearly three times the Gross Domestic Product (total value of goods and services) of South Africa. The most recent bail out proposal follows earlier hand outs to mortgage lending companies, Fannie Mae and Freddie Mac, as well as the buy out of major insurance companies. The failure by the US Congress to approve it led to the biggest ever single day's fall in US stock prices. And yet, it is far from clear that the bail out package, even if approved, would actually succeed in "stabilizing" the crisis-ridden financialised global capitalist system.

What lies behind this crisis of global capitalism? And what implications does it have for workers and the poor in South Africa?

In Volume III of Capital, Marx demonstrated why capitalism is unable to develop along a path of uninterrupted expansion, and instead always evolves in cycles of booms and busts. Because the system is essentially anarchic, during periods of boom it is driven by a feeding frenzy of individualized expansion into new areas of activity.

Inevitably after time this includes areas where the underlying productive activity is unable to sustain profitability. The cycle turns and a huge competitive struggle ensues to determine which capitals must be destroyed to allow the system to re-create itself in another cycle of expansion.

Capitalist globalization since the 1990s has seen what has been called "financialisation" of investment. Facilitated by the introduction of Information and Communications Technology (ICT), capital has built the capacity to move from one investment to another in any part of the globe virtually at the press of a button. In this environment new financial institutions and new practices have emerged, located principally in the United States as the corporate headquarters of global finance capital.

"Leveraging" (meaning extending credit to a value several times that of underlying assets) and "derivative trading" (meaning repackaging real assets into financial assets in various forms) have been the basis on which enormous profits have been accumulated in recent years. Yet this has become further and further removed from the productive base of all wealth and accumulation in the "real" economy of manufacturing, agriculture and productive services, meaning that the engine room of capitalist accumulation has increasingly become in the words of Cde Fidel Castro "the casino economy" of trading in financial instruments.

Both these elements are essential to understand the current crisis. At its onset, orthodox financial commentators told us that the origin of the crisis was problems in the "sub prime" housing mortgage market in the US.

It is now evident, even to vulgar commentators, that this explanation is wholly inadequate and that the "sub prime" mortgage issue was a mere symptom of a much more profound phenomenon. Essentially during the upswing, financialised capital penetrated into a whole range of activities that would otherwise have been considered "risky". Marshalling arguments located in the ideology of neo-liberalism and market fundamentalism, finance capital resisted calls for regulation and instead asserted its unfettered "right" to "leverage" all kinds of financial instruments off "risky" underlying assets, as well as create "derivatives" of various kinds.

This kind of activity, it is now apparent, has affected (and infected) large parts of the system – not just in the US but also in Europe and Asia. Whether we are yet at the bottom of the cycle, or whether any of the proposed bail outs will have any impact remains to be seen. The crisis has already taken its toll on supposed icons of US banking (like Lehman Brothers) and the institution of investment banks (banks that do not take deposits).

What then does this mean for us in South Africa? A phase of capitalist downswing always implies contraction in production and employment. This, moreover, is always an uneven process across the imperialist chain. Thus far, South Africa and Africa have been partly shielded by the rise of the so-called "Global South" (China, India, Brazil) as significant economic powers. Industrial development in these countries continues to be minerals intensive and this has fueled high prices for mineral products. Thus far, these countries have experienced the impact of the global crisis as relatively small declines in very high growth rates. In policy terms, this must surely be a major reason why we need to prioritise deepening our relations with these countries and insisting on continuing to diversify our trade relations.

Thus far, too, South African financial institutions have been spared the worst of "contagion" from the crisis in the US. Interestingly, The Business Times of 21 September attributed this partly to "exchange control" which meant "there is a healthy degree of trapped liquidity within the financial system".

But, there still remain serious risks. Continued downturn could further depress production across the world, including in the countries of the "Global South". Moreover, Morgan Stanley has warned that capital flows to "emerging markets" could be cut by a quarter in 2009 – as capital seeks to exit perceived "risky investments".

South Africa could find itself significantly impacted on by the latter, as we have relied on inflows of short term foreign capital ("hot money") to fund the deficit on the current account of the balance of payments (meaning we continue to import more goods and services than we export).

In immediate policy terms, this would suggest that that the drive to incrementally lift exchange controls needs to be revisited, that we must ensure that "leveraging" and "derivative trading" by South African financial institutions is properly and effectively regulated, and that we urgently take steps to reduce our dependence on short term foreign capital.

In the longer run, the current crisis of financialised global capitalism must surely become a rallying cry to redouble our efforts to end a system in which the lives and destinies of working people and the poor across the world are held hostage to a handful of speculators in Wall Street.

This is an unofficial call. If anything contradictory comes from the surviving Panama Historical Society officer, it will be passed along.

John Carlson, who more or less ran the Panama Historical Society as a one-man show with the crucial support of a large and varied cast of contributors, has died. Due to Carlson's injury the society, which generally met every month on the first Wednesday of the month at Niko's in Balboa, has not met since July.

Whether or not it's an "official" Panama Historical Society meeting, members and friends of the organization should gather at the usual time and place, on Wednesday, October 1, 2008 at the Niko's restaurant in Balboa at 7:30 p.m., so that we can meet one another, appreciate what has gone before and carry on into the future.

Bush, Paulson make Dellinger look like a Boy Scout

As the Bush administration attempts to ram a bailout package of nearly one trillion dollars through Congress, it begins to feel like Colonel Sanders asking the public to trust him to take care of the chickens.

If it weren't so damn serious, there would be something almost comical about it. Here we have the White House, which has squandered trillions of dollars over eight years, and its point man, Hank Paulson, fresh from 38 years of gaming the financial system while working at Goldman Sachs, insisting that Congressional leaders hand over a trillion dollars to them with no debate and no strings attached.

In this real life drama, Bush and Paulson make John Dillinger, the legendary bank robber of the Depression years, look like a Boy Scout.

Nothing to do with socialism

This is not "socialism for the rich," as some have suggested. Socialist measures would thoroughly clean up and stabilize the financial system to be sure, but a socialist-led government would also place the good as well as the bad assets of the responsible parties (commercial and investment banks, private equity firms, and hedge funds) into the hands of a public democratically run authority. It would turn the Federal Reserve Bank, which during the Greenspan era was one of the main architects and cheerleaders of bubble economics (hi-tech, stock market and, its latest version, housing) into a publicly controlled institution. And it would bring those responsible to trial and penalize them appropriately, if convicted.

At the same time, a socialist-led government and its congressional allies would funnel money to homeowners and working people and enact special measures to assist communities of the racially oppressed, not to mention our rural towns. It would rebuild our nation's deteriorating infrastructure, invest in renewable energy and green jobs, and bring the Iraq war to a quick end. It would also propose the people's takeover of the energy complex, which has also turned into a cash cow of the wealthiest corporations.

Use common sense

Does it make any sense to give control of our financial and economic system for the indefinite future to the same individuals, who while gaming the system, got us into this mess in the first place? I can't think of anything that is less democratic or goes against the grain of common sense.

In the money and banking textbooks that I read years ago, our financial institutions and system supposedly channeled idle money to productive uses – to new technologies and business startups, to build homes and create jobs, to invest in new plant and equipment, and to construct and renew our nation's infrastructure, while extracting handsome profits all the while.

Looking back, it is fair to say that banks and investment houses did perform this function for a period in capitalism's development, but that period has largely passed.

Finance capital's rise and ultra-right rule

Indeed, with the rise to dominance of the extreme right and the reassertion of power by finance capital three decades ago, our financial system has operated more or less independently of other sectors of the economy, functioned largely free of any regulatory body, and grown exponentially.

Finance capital – in its quest to maximize its rate of profit – has drained dollars from the private economy (especially the manufacturing sector) and the public treasury into incredibly risky and speculative financial schemes; it has spawned a series of complex financial instruments and paper transactions which few understand, but fabulously enrich the buyers and borrowers of these exotic instruments, most of which have nothing to do with the real economy.

Finance capital has facilitated megamergers, takeovers and corporate flight to off shore locations; it has wreaked havoc on sovereign states and their economies, particularly in the developing world; it has without as much as a thought introduced enormous instability into the arteries of the U.S. and world economy, evidenced by the frequent financial contagions at home and globally.

And, it has been one of the main class agents to successfully engineer the biggest transfer of wealth in our nation's history from wealth creators -- the world's working people -- to wealth appropriators, the upper crust of U.S. finance capital, while leaving at the same time our nation with an astronomical pile up of household, government and corporate debt that cannot be unwound overnight.

In short, the reassertion of finance capital to a dominant position in the political economy of our country, which was only possible because of the right wing dominance of our nation's political levers of power, has come at a heavy price for the American people and people worldwide.

Clinging onto power

And yet, despite this incredible wreckage, this almost incomprehensible corruption, this reckless speculation, these merchants of plunder, debt and hardship are still attempting to resolve this financial crisis in a way that continues to leave them in charge of the main levers of power and their wealth intact.

As I said earlier, this is not socialism. A more apt description is parasitic state monopoly-finance capitalism. According to marxism, the main mission of the state is to reproduce the conditions for the reproduction of the class structure and economic relations of capitalism. If I am not mistaken, isn't this precisely what Bush, Paulson and team are doing now?

Arena of struggle

Of course, marxism also says that the state is an arena of struggle. While the ruling class employs the state apparatus, including violence when necessary, to impose its interests on society, a united working class and people can successfully resist these measures from within as well as outside state structures. This was done in the 1930s and in so doing, secured important victories for the nation's working class and its allies. It was also done in the 1960s and in doing so brought down the system of legal segregation. And we see it again today in the incredible efforts of millions of working people of all races and nationalities and their allies to elect Barack Obama and larger Democratic Party Congressional majorities in November. Indeed, it is a task that takes on even greater significance given the financial storm that is shaking our country.

For the moment however, the American people and their friends in Congress are faced with a first class challenge – to impose their own imprint on the way in which this financial crisis is resolved. Let's have no doubt that our financial system can be stabilized and restored to its orderly functioning in a way that meets the needs of the American people and our country. But will take a fight!

US Mortgage bailout at half a trillion, Loss of confidence means end of credibility in the markets. Phony wars, phony values in real estate will cost all of you, financial companies bought out, power consolidated in financial markets, Gold on the rise, stock markets as volatile as a drunken sailor, why are the markets rallying after the big bailout

We recoil in disgust at the way these arrogant sociopaths, the henchmen of the Illuminati at the Fed and in our Treasury Department, led by Bernanke and Paulson, respectively, are taking the toxic waste losses of the Wall Street fraudsters and dumping them on the taxpayer sheople, while short-squeezing savvy investors by selectively prohibiting and prosecuting shorts of any kind for the stocks of about 800 financial institutions through early October, which all deserve to be shorted. Between the Byzantine dollar rally, the Saudi crude oil assassination, the peppering of precious metals by pernicious paper-hangers (wasn't Adolf Hitler a paper-hanger at one time?) and the short-squeeze on financials, we wonder how many more hedge funds are going to go under, and take everyone else with them in the process, as Lehman gets cannibalized just in time to rack up mark-to-market losses for the sheople to eat in the latest bailout bonanza for the fraudsters, soon to be revealed as the Resolution Trust Company II solution?

Bailing out the toxic mortgages found among the half of US real estate mortgages held or guaranteed by Phonie and Fraudie, some 5+ trillion worth, was not enough for them. Now, they want to pawn the rest of the toxins from the other half of US mortgages, which they estimate will be about a half a trillion. Gee, didn't they tell us the Iran War would cost 60 to 200 billion, only to find out later that when you add in future costs for veteran's disabilities and pensions, the cost could top 3 trillion? And didn't Bernanke tell us that the fallout from the subprime situation was contained? Of course, that was before we saw fraudsters around the world eat $350 billion and counting. And didn't all the fraudster CEO's keep telling us that their walking dead zombie companies were sound and liquid right up to the time that their shareholders got vaporized? Aren't you starting to get a little tired of all the lies? Can we trust even a single word spoken by anyone from Wall Street, the Fed or our "beloved" Treasury Department anymore? The Street, the Fed and our government now have ZERO credibility. This loss of confidence is going to take the markets down no matter what these reprobate and sociopath elitists do.

You will eat multiple trillions of dollars from each of the following: (1) The phony War on Terror; (2) the loss in real estate values caused by record inventories that will be created by defaults and foreclosures resulting from rampant unemployment, loan fraud, over-leveraged consumers and ARM and Option ARM resets; (3) the combined bailout of Fannie's and Freddie's share of the toxic waste contained in the approximately half of all US mortgages which these cess pools have made or insured, plus the losses from the Resolution Trust Company II bailout of the toxic waste from the remaining half of US mortgages; (4) the shortage in the FDIC's insurance reserves that will be generated by losses incurred on account of what will be anywhere from 1,000 bank failures, as suggested by billionaire Wilber Ross, to perhaps as many as half of all banks in the US, as recently suggested by Ken Lewis, CEO of Bank of America; (5) the PBGC's funding shortage to cover losses suffered by pension plan beneficiaries on account of pension under-funding caused by what will be the loss of as much as half of the value of all US equity shares; (6) the bailouts likely to occur when the credit default swaps and interest rate swaps, along with the entire bond market, go under in what will be the greatest bear market of all time in both bonds and derivatives, which are guaranteed to occur based on the hyperinflation that will be caused by all the other bailouts just listed, as well as by our continually burgeoning budget and trade deficits, the resulting double digit interest rates which will become necessary in order to combat inflation and to properly reward risks, which are about to escalate in astronomical fashion, and to attract foreign investment, which will soon drop to nil based on negative rates of return; (7) the loss in purchasing power due to hyperinflation generated by 1 through 6 above; and (8) the new wars for profit that will be started in order to restart our vaporized economy in the wake of the death and destruction caused by 1 through 7, above, and you can also add in the costs associated with potential social unrest and revolution that are almost certain to occur. When number 6 above comes to fruition, the entire world economy will implode and go into deep depression. None will escape the coming juggernaut of losses when the glowing, quadrillion dollar Derivative Death-Star goes supernova. The entire world economy will get sucked into the resulting financial black hole.

The Resolution Trust Company II will be rammed down the throats of Congress, just like (1) the Federal Reserve Act that has been used to inflate the middle class out of its wealth by imposing a stealth tax which is used to fund profligate government spending and enrich private banker's with their debt-based fractional reserve system of banking; (2) the passage of the US Income Tax, which is used to enslave and impoverish US citizens and to ensure payment of the US Treasury's debt to the Federal Reserve on its treasury paper; (3) the repeal of the Glass-Steagall Act by the Gramm, Leach, Bliley Act, which is what paved the way for the speculation, fraud and conflicts of interest that always arise when commercial banks and investment banks are allowed to be merged under one entity, as we just saw happen with Bank of America when it bought out Merrill Lynch, and this poisonous piece of legislation is what allowed the Illuminist bankers to pawn off the toxic waste which their investment banking division created for its investment banking clients, after getting fraudulent AAA ratings from the ratings agencies, on their hapless, sucker-dupe commercial banking clients; (4) the passage of the toxic Commodity Futures Modernization Act, which freed the then fledgling OTC derivatives market, including credit default swaps and interest rate swaps, from the regulatory power of both the SEC or the CFTC, leading to an out-of-control, unregulated, under-collateralized, quadrillion dollar volcano of smoldering, molten risk that no one understands in terms of its scope, its interrelationships and its counterparty risks, and now these financial weapons of mass destruction threaten the worldwide financial system; (5) the passage of the Iran War resolution based on Bush Administration lies regarding Saddam Hussein's supposed weapons of mass destruction and involvement in 911, which has led us into yet another bloody war for profit under the guise of security, democracy and freedom, and which has resulted in the killing of millions of Iraqi civilians and thousands of our soldiers (move over Hitler, Mao and Stalin, the Illuminati and their neocon henchmen are just getting warmed up as they take their shenanigans to the Balkans); (6) the approval of both Patriot Acts to help us fight the evil Osama Bin Laden and the phony "War on Terror" while dismantling our Constitutional rights; (7) the approval of the Military Commissions Act which makes all dissenters into "enemy combatants" and takes away their right to habeas corpus; (8) the passage of the John W. Warner Defense Authorization Act of 2006, which repeals Posse Comitatus, meaning that our military forces can now be used against our own citizens for the first time in our history, and contrary to our Constitution; and (9) the Fannie and Freddie bailout, which was just authorized so the fraudsters can dump their slime on taxpayers in a futile attempt to save their precious system of Ponzi-schemes and insider trading which is becoming unraveled right before their eyes. This is why all incumbents, except for Ron Paul, must be voted out in November.

The House Finance Committee, headed by Rep. Barney Frank, and the Senate Finance Committee, headed by Sen. Christopher Dodd, will give it their usual Boo-Boo, response: "I don't know, Yogi," in order to give the clueless sheople the appearance that they are going to protect taxpayers from the slimy bankers, when the reality is, it is already a done deal and has been planned long in advance, probably for many months, if not years, just like the Patriot Acts. What you are seeing happen right before your eyes is the revenge of the Illuminati for the passage of the Glass-Steagall Act. Not only have they repealed that act, but now they have reverted our system back to the way it was when the Stock Market Crash of 1929 occurred. This is why Bank of America jumped all over Merrill Lynch, and why you are hearing continual overtures for Goldman Sachs and Morgan Stanley to do the same, with claims that their business models are flawed. The fane-stream media now tells us that we need such combinations to give our financial institutions greater strength and staying power in the face of a crisis, when it is such combinations that are responsible for creating the crisis in the first place. This is the classic Hegelian Dialectic on steroids: first create the crisis, and then propose the predetermined solutions, stuffing them down everyone's throats, if necessary. If you want to see institutions that will automatically be deemed to be too big to fail the next time they defraud the public, just check out the gargantuan financial behemoths that will emerge out of the current crisis!

Note how this was all set up. First, all the legislation was put into place. Then the system is brought into a crisis situation, which was easily accomplished through deregulation, in order to propel us into a situation where the Illuminists are allowed to consolidate their power with the full blessing of the dopey sheople. Note how Bear Stearns was assassinated just before the Fed opened up its Primary Dealer Credit Facility and its Term Securities Lending Facility, which could have saved BS. They arranged to have BS's clients abandon them and withdrew BS liquidity and credit, and down they went, payback for not helping in the LTCM bailout and for not joining the Illuminist club. Then they string out all the other big commercial and investment banks, to see which ones would turn out to be the keepers, because the carnage was so bad and so widely spread that no one could tell which of the big commercial and investment banks might survive, if any. They needed time to figure out who the survivors would be. Hence, all the desperate bailouts dripping with moral hazard were made to keep them all afloat while they were attempting to make this determination. They decide to let Lehman fail because their condition is irredeemable and it looks like criminal charges may come up at some point due to shenanigans that management committed against their employee's pension money, making them a hot potato. They pair up Bank of America with Merrill Lynch, and we see JP Morgan Chase and possibly Wachovia pairing up with Goldman Sachs and Morgan Stanley, respectively. Wachovia and Morgan Stanley are already in talks for a merger. AIG is being preserved to see if they can be fit into the consolidation scheme once all their problems have been sorted out.

To support the survivors, they then announce the Resolution Trust Company II bailout, kill all shorting of over 800 financial companies, and then spew out money and credit throughout the international banking system in amounts that are nothing short of spectacular. This is an outrageous, unbelievable, unprecedented consolidation of power, which flies in the face of free markets and paves the way for an ever-burgeoning corporatist, fascist police state. Hanky Panky wants to give the Fed sweeping regulatory power over this new group of behemoths who will control everything, while occasionally allowing crumbs to fall off their table for the little guys to gobble up. And there will be far fewer of the little guys to worry about after the carnage in the banking sector has finally ceased.

This is not a sure thing for them. The fraudsters remaining, even the big guys, could still fail, that is how bad this situation has become. The Illuminati are quaking with terror that they have overdone things and that they could end up destroying the whole system irreparably. That is why we are having all these bailouts stuffed down our throats.

Gold and silver went on a moon shot this week, with gold setting a new all-time record for a one-day increase in value. That is what happens when you keep pressing on the lid of a pressure cooker, trying to keep boiling, molten precious metals from escaping. Aiding gold and silver was the unraveling of longs in the USDX futures market, who were forced to cover because they had pushed the dollar up as far as it could go. Suddenly, the 93,701 contracts of open interest on Tuesday were reduced to 52,872, being cut virtually in half. That means the dollar rally is over and the ever more desperate bailouts are going to undermine confidence in the dollar. Soon, all these trillions in bailouts may lead to a downgrade of our treasuries, as our debt load will soon reach unsustainable levels, no matter how much the PPT tries to manipulate the markets. The stupidest dolt should be able to figure out that much.

The stock markets are shooting up and down with unprecedented volatility, bobbing and weaving like a drunken sailor as the PPT tries to fight the gravity created by the financial black hole created by the collapse of the Bailout Death-Star and the total lack of confidence of market players who are finally starting to realize that CEO's, Treasury Secretaries and Fed Chairmen are little more than pathological liars, and that the markets are rigged in ways that make China and Russia green with envy. Look at the condition of the Russian and Chinese stock markets, which are being vaporized, compared to ours, which has been placed in a state of suspended animation by the PPT anti-gravity machine. Hey Russia, and China, take some notes. We'll show you what it means to be a died-in-the-wool Marxist/Communist state! And we lead by example, so pay attention. Remember, the satanic trillionaires that run our command economy from behind the scenes are the ones who set you up and financed you. They are the true masters of Communism and Marxism! You guys are amateurs!!!

Do you really think the markets are rallying because everyone is impressed with the new string of bailouts? All the pros know where this is leading us, and they are de-leveraging. If you want to know why the markets are rallying, besides tens of billions of dollars being unleashed from the repo pool for insidious and in-your-face manipulations, check out the yen. At 9 am on the 16th, it was super yen, at 103.650 yen per dollar and 147.592 yen per euro. Now suddenly, despite the dollar crash, the yen has wimped out, and as of 2:25 pm on Friday, it stood at 107.065 against the dollar, and at 154.653 against the euro. Rally mystery solved. Let's get ready to rumble!!!

- - - Servicio Informativo "Alai-amlatina" - - - Pasado, presente y futuro de las democracias latinoamericanas En Bolivia se define el continente Isabel Rauber ALAI AMLATINA, 15/09/2008, Buenos Aires.- Mirando el mundo, pero particularizando en nuestras tierras y deteniéndonos en la situación de Bolivia, se hace evidente que –tal como están las democracias resultan cuando menos insuficientes para contener, expresar y proyectar la participación madura y creciente de la ciudadanía, en el entendido supuestamente aceptado y vigente de que la condición ciudadana es universal. Y es esta una de las definiciones/decisiones con las que la democracia debe ponerse a tono en este siglo. ¿Democracia de quiénes y para quiénes? ¿Todos tienen realmente los mismos derechos a ejercer la ciudadanía? ¿Pueden los pueblos realmente decidir democráticamente sus destinos, mejorar sus condiciones de vida y convivencia? ¿Hay un contrato social capaz de sustentar estas aspiraciones? Recorriendo los territorios políticos del continente, rápidamente se detecta que los paradigmas democráticos, tal vez por ser escasamente practicados, evidencian sus grandes flaquezas, algunas de ellas, por su desembozada orientación de clase a favor de los poderosos, otras –además de eso por su notable obsolescencia social y cultural. Esto habla de la urgente necesidad de actualizar/cambiar el contrato social (político, económico y cultural), que sustenta nuestras sociedades. Si centramos las reflexiones en la realidad boliviana actual ello es incuestionable, pero a la vez se instala fuertemente una interrogante: ¿Hay posibilidades?, ¿Existe un interés colectivo en construir un mundo civilizado, que habla –mínimante- de compartir, de repartir y reclama tolerancia, o los poderosos de siempre -quitándose la máscara- adoptarán una vez más la violencia, la exclusión, la mordaza y la muerte como basamento social de sus lujos y avaricias? Se trata de una disyuntiva de vida y de modos de vida. Y está en juego hoy en las calles y campos de Bolivia y con ellos , en todos nuestros territorios. Es asunto de tiempos y acontecimientos. Bolivia evidencia que la opción dictatorial travestida en los golpes "cívicos" expresión concentrada del egoísmo y la intolerancia extremos de los poderosos, busca re-instalarse como opción política (y económica) en tierras latino-americanas, contando una vez más con la intervención de la mano amiga ("agenda positiva") del poder de los "americanos". La democracia representativa tiene entre sus fundamentos el voto de las mayorías. Cuando esto funciona bien para los intereses de las minorías en el poder (y del poder), estas no levantan ninguna objeción. Cuando –rara vez por cierto- ocurre lo contrario, la máscara y el discurso universalista desaparece y aflora sin tapujos el contenido de clase de la democracia que soportan y sustentan. Para ellos no hay principios democráticos generales, sino solo aquellos que les permiten defender y extender sus intereses. Cuando no es así, no dudan en boicotear la democracia, pisotearla, secuestrarla y matarla, al tiempo que lo hacen también con la ciudadanía que la defiende. Esto es lo que mostró hace 35 años el golpe a Allende, en Chile, y lo que hoy muestra crudamente la realidad boliviana. No es de extrañar por tanto que los grandes medios de comunicación –funcionales a los poderosos- se empeñen en distorsionar los hechos y en vez de hablar claramente de sedición contra las instituciones, de abierto irrespeto a la democracia y la constitución por parte de los golpistas, hablen de un conflicto entre "dos bandos". Pero no hay "dos bandos". Existe un gobierno legítimo y un sector social de inadaptados sediciosos antidemocráticos, incluyendo gobiernos departamentales, que no quieren atenerse a las normas democráticas, y que conscientes de que se les acabó la fiesta macabra del saqueo, la explotación, el robo y la humillación , en inocultable estado de desesperación, transforman su intolerancia en violencia y destrucción desembozada. El detonante no ha sido ni el "bono dignidad" para los ancianos, ni las falsas identidades regionales que clamarían por un separatismo, sino una intoxicación impotente de racismo y clasismo profundos que explotaron descontrolados luego del aplastante resultado del referéndum revocatorio, al cual se opusieron precisamente porque ni ellos mismos se creían las mentiras que producían a través de sus medios cuando afirmaban que Evo no tenía apoyo ni legitimidad. Su intolerancia, irrespeto a las instituciones y a la democracia estallan tanto cuando pretender insultar al Presidente Evo acusándolo de indio, como cuando desconocen los resultados electorales por la pertenencia étnica de los votantes. Basta de pretextos: el problema es el entrecruzamiento de intereses de clase y prejuicios raciales. Para los blancones del poder el voto indígena y pobre no vale, excepto cuando se les subordina, y tampoco vale la democracia, salvo cuando es para ellos. De ahí también el rechazo a aceptar el referéndum por la nueva constitución. Porque de aprobarse –lo más probable-, tendrían que aceptar no solo la legitimidad del voto indígena y pobre (mayoría) que la aprobará, sino el que estos sectores y actores puedan estar directamente representados y participando de la toma de decisiones. Y eso ya supera sus "sentimientos" y declamaciones democráticos, y pone fin a toda finta de tolerancia. La exclusión tiene un origen y contenido clasista y racista, y también se expresa y actúa en lo político. Intereses de clases, racismo, modos de representación e institucionalidad están estrechamente unidos. Es saludable tener presente que el "descubrimiento", la conquista (exterminio) y colonización de América se hizo en función de la acumulación originaria del capital, y luego se afianzó para mantener y aumentar las ganancias, los privilegios y el poderío de los conquistadores y sus herederos en el poder. En Bolivia queda evidenciado que los poderosos han utilizado y utilizan la democracia como sistema de dominación y no como derecho humano ciudadano pleno, porque nunca incluyeron a los derechos políticos ciudadanos como parte de los derechos humanos, ni a estos como fundamento de la democracia, ni consideraron a los indígenas seres humanos, menos entonces los reconocerán dentro de su pequeño espectro de derechos civiles (civilizados). Pero las limitaciones de la democracia no empiezan ni terminan en Bolivia. La pugna de intereses, y su distorsión y castración en función de los poderosos, hace aguas y perfora lo discursivo abstracto en todas las latitudes. Y esto habla –mínimamente- de la necesidad de abrir el debate acerca de la democracia a toda la ciudadanía. Anquilosadas en su fidelidad a un mundo basado en la hegemonía de una clase sobre el conjunto de la sociedad, las democracias se desarrollaron para las élites y el mercado. En virtud de ello legalizando, sustentando y profundizando la exclusión, la explotación y todas las miserias que ello conlleva , las democracias abren cíclicamente el camino a las discordias y enfrentamientos fratricidas violentos, en los ámbitos nacionales, regionales y continentales. Es obligación moral para con la supervivencia humana, apostar a cambios sociales (económicos, políticos y culturales) profundos, incluyendo –obviamente- los relacionados con la democracia. Y esto implica, entre múltiples cuestiones, actualizar/cambiar las bases del contrato social que la sustenta, es decir, el propio contrato social. Hay que actualizar, renovar, cambiar los fundamentos jurídicos, económicos, sociales, políticos y culturales para que efectivamente, todos los ciudadanos sean iguales, no solo ante la ley, sino ante la vida y en la vida (pública y privada). Los actuales sucesos de Bolivia demuestran –por si hiciera falta-, que no se puede seguir escondiendo la basura debajo de la alfombra, haciendo como que. Urge debatir acerca del tipo de sociedad, el tipo de país, de gobierno, de Estado y el tipo de democracia que necesitamos para construir un modo de vida basado en la convivencia en paz entre todos y todas. Y esto no puede limitarse a las agendas sectoriales o a los vaivenes oportunistas de un partido u otro. Es vital convocar/comprometer en ello a la ciudadanía toda, sin distingos ni exclusiones de ninguna índole. Un debate de esa magnitud, para ser efectivo y sostenible, reclama desterrar la intolerancia, reconocer las diferencias activas, es decir, el conflicto que suscitan, como fuente de dinamismo, de vida. Pueden abrirse entonces tiempos en que la política, retomando su vertiente aristotélica, se manifieste como capacidad y derecho ciudadano pleno a expresar las opiniones y propuestas, haciendo del conflicto el vehículo del debate, los diálogos y la búsqueda de consensos. Volverá entonces la política, plenamente, al terreno de la vida civil ciudadana, abriendo las puertas al florecimiento de la inteligencia e imaginación colectivos, propios de los inagotables anhelos humanos de perfeccionamiento y superación. Un mundo de paz reclama sociedades que se constituyan y se asienten sobre la base de la justicia y la equidad sociales (económicas, culturales, políticas), el pluralismo, la tolerancia y el respeto a los derechos humanos en todos los órdenes y ámbitos de la vida humana. El egoísmo, la exclusión, la unicidad, la violencia y la búsqueda de ganancia sobre la base de la explotación humana como sustrato del orden social son valores propios de una civilización agotada junto con el siglo XX. Sostenerlos y pretender justificar su supervivencia en el siglo XXI, resulta culturalmente tan retrógrado como el medioevo lo fue para la república. Hacernos cargo de la experiencia y la cultura de la humanidad, implica apostar a la paz social en los ámbitos local, regional, continental y mundial. Esto reclama hoy imperiosamente hacer efectivo el respeto a las diferencias, a la existencia de diversas culturas, identidades, miradas y modos de vida, conjugándolos en un nuevo contrato social sobre cuya base se construya una sociedad (Estado) plural, multi e intercultural, que haga de los principios democráticos del derecho a ser y vivir diferente, la base para la construcción de una democracia plural con significación efectiva para todos y todas. Es lo que reclama -por disímiles vías- la humanidad conciente en el siglo XXI. Y es lo que está en juego y se dirime hoy en Bolivia. - Isabel Rauber es doctora en Filosofía. "By the pricking of my thumbs, something wicked this way comes." This line from Shakespeare's play, "Macbeth," comes to mind when we consider the future of America as we watch our government continue to take on debt after debt after inane debt, heaping more and more responsibility for the financial obtuseness of its privileged elite on its hapless peon taxpayers, profligately spending, borrowing, bailing out and inflating us into some sort of nightmarish, moral hazard oblivion. Welcome to our new Banana Republic, a country that is now characterized by nonstop hyperinflation, bailouts and moral hazard - and which will soon decline into another Great Depression. The nationalization of Fannie and Freddie has set us on a path from which there can be no return, carving out for us a much wider and deeper swath of financial death and destruction of a magnitude never dreamed of by even the most pessimistic among us. Our economy is now in a temporary state of suspended animation by use of an economic act of smoke and mirrors, with the Sword of Damocles waiting overhead, waiting to chop us into tiny pieces. The implications are dire. And worse yet, this has all been planned for a while now, having been decided by the Illuminati soon after they watched their precious system burn to the ground right before their eyes a year ago in August. Hence, you heard Goldman Sachs pronounce late last year: "Short Gold for 2008." They knew this was coming last year, because these evil reprobates planned it to happen that way. They knew the jig was up when their subprime plot was exposed by analyst Meredith Whitney of Oppenheimer & Co. They knew the implosion of Fannie and Freddie would happen eventually when the fraudulent mortgages started to go bad, but it happened far sooner than they had wanted or expected, and caught them with their pants down. So, what was supposed to be a future plan to merge our mortgage lending system into their growing corporatist, fascist, financial structure, was moved from the back burner to the front burner, and now you all see the results in spades.

What we may be witnessing here is a combination of internecine warfare between American and European branches of the Illuminati, mixed in with financial warfare between countries that are not yet totally owned and controlled by the Illuminati, like China and Russia, and those countries which are under the Illuminist yoke, like the US, Canada, Europe and Japan. Note that the Middle East countries like to play both ends to the middle, by pitting the Europeans against the Americans, or Illuminist dominated nations against non-Illuminist nations, which often adds clouds of confusion to events going down on the international front.

The European Illuminists are livid with their American counterparts, who have systematically weakened the dollar to shore up the trade deficit by making European exports more expensive after dumping hundreds of billions worth of fraudulent real estate derivatives into the European sector, derivatives which continue to implode at an ever-accelerating rate and which may act as a catalyst to lead Europe into depression as well. Their gripe on the derivatives is legitimate, but they know the dollar should have weakened long ago against the euro, so they are blowing smoke about dollar weakness and the American Illuminists know it. Nevertheless, the European Illuminists are demanding, by way of apology for the derivatives debacle, that the dollar be strengthened to save their staggering economies from imploding, and that the GSE debt which they own a lot of, especially via their OPEC clients, be nationalized to ensure payment when Fannie and Freddie implode. They know that the final vaporization of Fannie and Freddie is now only a question of "when," not "if."

The Japanese are caught in the middle between the Americans and the Europeans who want revenge, and their economy is being destroyed because of it. While the Japanese are benefiting from the GSE bailout because they own lots of GSE bonds, the weakening of the euro and the dollar against the yen is destroying their export economy and the yen carry trade and leading them into depression as well.

And then there are the non-Illuminist nations who have lots of dollar-denominated treasuries and agencies as well, bought with trade surpluses made possible by artificially lowering the value of their currencies against the dollar through illegal currency manipulations. This has made them very powerful economically, and has greatly helped to power up their economies, especially Russia and China. The Illuminati are now picking fights with them in poorly executed attempts to embroil them in pointless, expensive and what they hope will be unwinnable wars. The purpose of these bogus, false-flag conflicts is to reduce the dollar reserves and drain the power of non-Illuminist nations, thus leveling the playing field. That playing field is now out of kilter on account of the doltish, bonehead, Illuminist schemes to implement free trade, globalization, off-shoring, outsourcing, and both legal and illegal immigration. Such schemes have been used in a pathetic attempt to improve the prospects for world government, but have instead greatly hindered the efforts to establish world government by weakening the Illuminist centers of power vis-à-vis the non-Illuminist centers of power.

These non-Illuminist nations have undoubtedly threatened to burn the US to the ground, not via a nuclear war, but via hyperinflation to be unloaded on the US by the sale and repatriation of its treasuries and its agencies, and by the refusal to finance its ever-burgeoning deficits by shunning future purchases of these instruments. They have threatened to turn off the credit spigot and bring the US economy to a screeching halt, thus leading it on a short path to deep depression, if the US continues to weaken the dollar, and fails to make good on its agency paper which would otherwise be vaporized by the subprime fraud. They are also sending a message about the bogus, false-flag wars and conflicts that the Illuminists are trying to pick with them, and Russia has threatened to start a new Cold War, if necessary. It is hard to sympathize with the Russians and Chinese after what they did in the aftermath of WWII, but nevertheless these endless wars for profit and geopolitical power have got to stop before we end up burning the earth to a cinder in a senseless world war of self-extermination. The Illuminati will likely get their world government all right, once the earth has been reduced to a toxic, uninhabitable, burning lump of fused atomic elements. Congratulations, morons, if and when that happens.

So the Illuminati have been forced by these circumstances to re-strengthen the dollar, and to bail out the GSE bondholders. They made the other nations wait until the time was right, meaning that they wanted to implement this appeasement at a time of their choosing, the objective being to make America look strong economically right before elections to keep their incumbent henchmen in power. They also managed to wedge in an oil/food/commodity profit extravaganza for the tanking fraudsters along the way, with a nice little temporary trade deficit reduction thrown in for good measure via the weakened dollar. Hence, just before elections, the dollar has been pushed up, and the GSE's have been nationalized.

This is what they get for making us into a debtor nation in a foolish attempt to sacrifice their base of power on the alter of world government. They thought they could do this while maintaining the balance of power. We have news for them. They have failed utterly. The destruction to their power base is not the controlled demolition they had hoped for to push us into a corporatist fascist system. All they have managed to do is destroy their base of power, and now they are running around like chickens with their heads cut off, fomenting wars, conflicts and other schemes, while appeasing the many nations they have angered and bloodied along the way, in a pathetic attempt to restore the balance of power.

Gold and silver had to be crushed, otherwise their moves would have been exposed as financially unwise and toxic, and the Fed would look like an institution of imbeciles. Oil and commodities had to be tamed in the process as would happen in any case by virtue of a strengthening dollar, and this has helped them to give the sheople the appearance of improvement on the inflation front to benefit incumbents, even though inflation is still raging. Naturally, the stock markets had to be supported as well in keeping with the ruse, and the PPT henchmen must be exhausted from the unbelievable manipulations we have witnessed over the past few months. The elitist have gone completely berserkers with the latest run of market fraud, and they are going to pay for this raging fraud later when the class action lawsuits are implemented and the discovery exposes their machinations. Look at the open interest on the USDX futures. The previous record during a dollar rally of 58,595 contracts was set on December 14. This Thursday, the USDX futures posted a gargantuan 94,021 contracts, shattering the previous all-time high by 35,426 contracts, an increase of more than 60%. That is how desperate they are. Oil has briefly dipped below 100, to 99.99, and the dollar spiked through 80 to a high of 80.395, and now suddenly, as we predicted might happen, everything has reversed and gold and silver are starting to rally again. Let's see if this is this new trend is going to continue, or if the Illuminati have some October surprises in store for us to benefit incumbents. Keep loading up, because the prices you are getting now on gold, silver and their related shares will never be seen again. If you do, you will be a very happy camper in 2009.

It is obvious that the FDIC lacks the capital to back up its claims of the rescue of the American banks. IndyMac was a $10 billion problem, but the other ten failures this year were much smaller. This, like in the instance of Fannie Mae and Freddie Mac, will cause our government soon to bail out the FDIC with funds that do not exist. They will have to create more debt in order to accommodate our banking system pushing government further into the hole. Incidentally, the Federal Reserve faces the same problem. No one has the money to meet the guarantees. That is what we just found out in the cases of Fannie and Freddie.

Our government will have to sell more bonds to accommodate these financial demands and they become the obligation of American taxpayers. That is immediate monetization of those funds, which will be highly inflationary.

Just to give you a prospective of banking health, they have already written off more than $100 billion. They made $5 billion in the second quarter down from $30 billion plus quarters in recent years. The FDIC reports that the total assets of 8,451 institutions it insured fell to $13.30 trillion from $13.37 trillion in the first quarter, the largest drop since 1987.

Most of the above losses were due to CDOs, SIVs and ABSs, plus the failure of loans and mortgage loans. They do not reflect the deterioration of the financial condition of the bank's customer bases. There are many who are not current on their loans and banks are starting to write off other loan losses. As a result loan loss reserves are lower for the month and consecutive quarter leaving banks with 88.5 cents for every $1.00 in non-current loans.

Banks are lying about their financial positions. They are hiding losses on and off balance sheets. The bad FDIC list isn't 117, it is more like 2,000 but they won't tell you that. They lie about everything as well. That is frightening but worse more frightening is the fact that the FDIC has one-cent in reserves for every dollar it is responsible for. Worse yet, there are $4.1 trillion of uninsured deposits in banks. That is in addition to $8.6 trillion covered by only one-cent per dollar. If that doesn't frighten you, you are just plain dumb.

Then you look at Lehman's books and you find they are bankrupt and the South Korean government agrees with us. Incidentally no one in the US media carried the government of South Korea's comments.

Half the investment banks, brokerage houses and insurance companies are insolvent. Just wait – you will find out.

All we see is patchwork, smoke and mirrors and political expediency. Lies, lies and more lies.

Iraq and Afghanistan continues and the possibility of a cold and hot war with Russia is a possibility.

After looking at the events of the past three months we believe the Cold War could be a put up job involving Russian collusion with the Illuminati. We just don't know for sure yet.

The financial system is falling apart, which is part of the disintegration process. All these other events are distractions to obfuscate the fact that the game is over. It is only a question of when does the bottom fall out.

Follow our advice and get your excess capital out of banks, even brokerage houses are safer. Buy gold and silver coins and shares and Swiss franc government bonds. If you do not you may lose everything.

Warren Buffett's Berkshire Hathaway has told its subsidiaries to stop insuring bank deposits above the amount guaranteed by the FDIC, which deals a major blow to the financial services industry as it tries to calm anxious customers. Now what does that tell you? It tells us it is panic time, as Warren and his gang of traders run for the hills.

Their subsidiary KBS is one of only a handful of firms, which offer bank deposit guaranty bonds. This shows you how worried Mr. Buffett is about future bank failures. This is insurance beyond FDIC insurance for accounts over $100,000. At Columbian Bank and Trust, which went under, 610 accounts worth $46 million was covered by KBS and it caused them to lose money. Buffett has no further confidence in the banking system, so he is pulling out. That should be a lesson to those of you who have more money in banks than you need for current operations.

Now that American taxpayers have taken over Fannie and Freddie, Bill Gross is a seller. He is telling people on CNBC that mortgage paper is an attractive investment, while he is a seller.

Don Coxe is chairman and CEO of Harris Trust in Chicago and is one of the most respected mainline investment authorities in the US. We quote him here in regard to market manipulation by the US Treasury and the Fed. "This has done more damage to my personal wealth than anything in the last 20 years. I have too much respect for how US authorities engineered the collapse in commodities, a move that was necessary to shore up the global financial system to be bitter. My attitude is – goddamn it, they're good – it was brilliant." This guy is mainstream and doesn't realize they have engineered a catastrophe. There are no longer any free markets.

Lehman Brothers' losses were far more than expected and they may go under. They failed to purge their balance sheet as Merrill Lynch did. Richard Fuld released a convoluted, manipulated quarterly report filled with accounting chicanery that would make Mr. Ponzi proud. The true write-down should have been $7.8 billion. Business for the first nine months of the year fell 28%, reflecting a rapid deterioration of their ability to conduct trading and investment banking. Other houses are avoiding doing business with them. Their commercial and residential mortgage paper of $50 billion is probably worth $25 billion, or more. They want to sell 55% of their investment management business, which is deteriorating as markets implode and investors leave the market. If the Fed does not rescue Lehman they are toast.

S&P has re-rated Washington Mutual to negative from stable. Debt market players are now assessing liquidation of WaMu and they believe that on a liquidation basis, best case, that debt holders are covered at slightly more than 60% of the total amount of debt outstanding. This means bankruptcy. Move any accounts you have at WaMu out of there now.

The WSJ reports that 1,082 businesses and some individuals filed for Chapter 11 in August, up 38% from July. The average this year to date has been 745. Goldman Sachs in an effort to preserve capital and reduce exposure is telling hedge fund clients that the terms of current margin-lending agreements will have to be renegotiated when the current credit facilities expire.

Fitch says debt liabilities equal $1.6 trillion, or 11% of GDP, with guarantees of $3.48 trillion, or 48% of GDP after the government takeover of Fannie and Freddie.

The phony dollar rally will end and only one investment will remain gold and silver. The dollar is way over-bought (over manipulated), and gold and silver are way over-sold (manipulated.) the world is in deep trouble and there is only one place to be and that is in gold and silver related assets.

Ron Paul has rejected John McCain's appeal for his endorsement. Paul said: "the idea was that he would do less harm than the other candidate."

Bolivian President Evo Morales ordered the expulsion of the US Ambassador, Philip S. Goldberg, accusing him of fostering divisions in the Andean nation.

The drop in Phoenix home resale prices extended to 16 months in June and is approaching the record of 17 months of decline posted in the early 1990s.

Home prices fell 22.8% from June 2007. It was the fourth monthly double-digit drop.

House prices in Fort Myers, Florida have fallen from $250,000 to $143,000, which means, as I pointed out last month that they might be on the bottom price wise in that area.

An Iraq plan to award six no-bid contracts to Western oil companies has been withdrawn. The companies were Exxon Mobil, Chevron, Shell, Total, BP and several smaller companies. The deals under-mined the efforts of Kurds, Sunnis and Shiites to reach agreement on a hydrocarbon law and a revenue sharing agreement.

Bank of America agreed to buy back $4.5 billion in auction-rate securities from its customers nationwide in a settlement brokered by Massachusetts. They neither admitted or denied the fraud allegations. Its pay the investors and fines and again no one goes to jail.

Saudi Arabia has walked out of OPEC. It said it would not honor the cartel's production cut. It was tired of the rants of Hugo Chavez of Venezuela and the oil minister of Iran.

Saudi said it would meet the market's demand. If this situation continues OPEC is dead. You can see the hands of the Illuminists all over this.

Freddie Mac said Thursday the 30-year fixed-rate mortgage average fell from the previous week to 5.93% with an average 0.7 point for the week ending Sept. 11. In the previous period, the average was 6.35%, and the year-ago average was 6.31%. "Interest rates for 30-year fixed-rate mortgages are down almost 0.6 percentage points over the past 4 weeks, which will help to spur home purchases and loan refinancing in coming weeks," said Frank Nothaft, Freddie Mac chief economist. "Lower rates have occurred at an opportune time, as the July pending sales data from the National Association of Realtors were off 3.2% from June. The Mortgage Bankers Association reported that refinance applications are up 18% over the past 3 weeks through Sept. 5, indicating that refinance activity has already begun to pick up."

Reflecting the concern for the high rates of criminality and violence affecting our Panamanian society in the Historic Center, urban and rural areas; we wrote the following note to the UN, UNESCO, IAHC and others in media.

I signed this note after a bus driver was killed by bullets to the chest, on Friday at a University of Panama bus stop while trying to defend his passengers being robbed at gun point by youth and attending a Partido Alternativa Popular meeting to take notes and photographs for http://thepanamanews.com.. I caught the last words of the speakers on the importance to act to address the problems as part of community solutions that benefit the poor.

We would like your honest feed back. Policies and programs are needed to employ youth and general employment at liveable wages that guarantee a minimum human dignified existance. The ethnic cleansing taking place in our Historic Center has to be very carefully scrutinized by interinstitutional and interdisciplinary teams of social scientists, government and other community protagonists in the diagnostics and solutions.

We want you to know that the social popular organizations that comprise the safeguarding of our San Felipe, the Historic District of Panama City and Salon Bolivar:

1) the activities observing the management, and vigilance over the destruction of our building heritage that we are trying to develop as safeguards, since 30 May 2006 as registered, entails confronting the corrupt Panamanian state, the national and international financial interests, drug traffic and money laundering, where seized assets, the money, real and other properties disappear under the procedural entities or are returned to the original sources. No certified control of assets seized, nor any record of source of capitals or disposition.

2) the Office of the Casco Antiguo (OCA) sponsor adults and child bands with children assassins ("sicarios") to intimidate and harass the original working and elderly residents of San Felipe, by way of Eric Sanchez, the person who obtains the building demolition contracts to demolish buildings of all categories the same way, (according to Law Decree 9, 27 August 1997 establishes categories of intervention of buildings and Executive Decree No.51, 2004 how intervene restoration in the various categories) getting rid of the people without any regard to compensation or into mixed income housing projects. The short term, long term, planned result is plain and simple ethnic cleansing of the whole low income, elderly and colored population of San Felipe.

3) we, safeguarding of the Historic District of San Felipe, the coordinators Sr. Adan Cerrud Sanchez and Anibal Chacon Gonzalez have filed a criminal complaint before the Attorney General of Panama on Thursday, 28 August 2008 at 10:25 am in the morning. "Expediente de Entrada No. 166." Case number, where we indicate the responsible authorities, Ms. Linneth Montenegro, National Director of the Historic Heritage; Mr. Nilson Ariel Espino, Director of the Office of the Casco Antiguo (OCA); and the National Institute of Culture (INAC) they gave the OK to demolish the Gran Central Hotel in front of the Plaza Mayor, defined by international heritage specialists as a architectural jewel of the 1900^th century (XIX). The local newspapers covered the filing of the case: the Panama America, Crítica Libre (epasa.com), the Prensa (prensa.com).

Today, all the various, leadership and members safeguarding the Historic Center are being threatened, intimidated and harassed by the bands that are promoted by state and private interests as described in item 2).

Dear Friends of the American Monetary Institute,

A few weeks ago we sent out an essay titled "Front running Humanity in the Oil Markets. It pointed out how allowing such futures speculation was actually endangering mankind, causing starvation and other problems that could lead to warfare.

Since then the oil price has continued to plunge, falling altogether from about $150 a barrel down to about $100 a barrel. It turns out that most of the "trading" taking place had nothing to do with supply and demand and the actual use of oil, but was/is primarily a deeply anti-social; anti-human speculative gamble by people who think its OK for them to profit by inserting their accounts in front of those who must use the oil to keep societies around the world functioning; even though their speculation will increase human starvation and death.

Where does morality enter the picture? Where do the moral imperatives of Christianity or Judaism or Islam enter the picture? Most of the speculators would claim alliance with those religions. (While Islam abhors usury, it does allow futures trading - see Chapter 22 of your The Lost Science of Money book - What? You don't have one? Shame on you!)

The speculation is ending not because of the consciences of these characters but because the U.S. Congress merely threatened some action against the speculation, and the gamblers knew that this could bring the price down to the real supply and demand levels, which I'd guess is in the 35-55$ a barrel region. Please note that's just a guess. I'd measure projected levels if we were in that line of work, but we are not.
Remember - never allow oil men near the White House again!
Now look at the effect of the falling oil price and REMEMBER!
The US Dollar has had a major move up against other currencies (the Euro down) because a great part of the dollars weakness was due to sending dollars abroad for oil.
The Gold price collapsed from over $1,000 an ounce to around $750.
Agricultural prices declined dramatically as the speculators pulled out of those futures contracts also. Farmers who were enticed into high cost production now face terrible prospects.

REMEMBER this is all an effect of the ridiculous idea that so called "free" markets do a better job than strong governmental regulation. Mankind's experience does not support that view - just the opposite.

"Front running" Against Humanity in the Oil Markets

"Front-Running is an insiders' term for an often illegal, always immoral practice in commodity and other markets. Here's what happens:

A broker holding a client's order to buy at a certain price, instead buys for himself just in "front" of it. The clients order isn't filled and the broker has an unfair advantage over other traders because he controls the client's order which will buy the position back from him and protect his trade from a loss.

The client loses the opportunity to gain, where his order is never filled if the market moves away from his order point. If some participants can trade with little or no risk, over time everyone else is hurt.

Because Exchange Members' margin requirements are only about 1%, the front running brokers have a possibility of great gain quickly with almost no risk of loss.

Why is this important to "public policy?"

"Front running" is one way to view what criminal Enron executives did to California. They had the client's non cancellable, inelastic "orders" to buy electricity and they grabbed the available supply in front of that, restricted the delivery process and extorted higher prices; blaming price rises on "market forces."

Enron was bad enough, and Sarbanes-Oxley was passed to hold corporate officers criminally liable - a good law as judged by the corporate types screaming for its repeal. But apparently it didn't go far enough as judged by the present bold attack against humanity taking place.

The manipulation of energy markets has widened from cheating the people of California, to a deadly attack on all humanity. That's what allowing speculation in oil futures is doing today. These markets aren't providing "price discovery" as apologists like to claim. They've driven the price of oil to destructive levels. The damage has already been immense.

We've seen the devastating effects oil prices have had on airlines; trucking; food delivery and production; on average families trying to keep up with living costs; on restaurants and hotels Americans can no longer afford. Add your examples. It's the speculation and hoarding that does it. Exxon couldn't grab 12 $billion record 2^nd quarter profits if their costs of obtaining oil were rising.

And so I put aside an outline for this paper when it appeared Congress would do its job – rescue the world economy from this pernicious vandalism, by limiting speculation in oil futures to a few contracts per account. That's all it would take to stop the nonsense.

There's no reason to allow speculators to position themselves between the world's limited oil supplies, and those who have to use that oil to keep the world economy functioning. Such speculation leads directly to hardship, starvation, death and warfare. "Congress will finally fulfill its responsibility to act." I thought, but the measure failed in the Senate with 50 for, 43 against, and 7 not voting!

Why didn't Congress act?

If this scenario is so clear and harsh, how could the Senate refuse to act? Are they a gang of demons?" No, but something potentially worse – we're confronted with a bad idea that many people believe in – the sanctity of markets!

The vote exposes a faulty methodology - an ideology based on false axioms; a false view of markets that's been strongly promoted, not questioned; with its negative effects not understood; that view gives markets a sacred character:

Don't try to legislate against what the market does – market forces will crush your laws. (its omnipotent!)

Don't try to instruct market behavior; it has inputs from millions of participants and knows more than your regulators ever could! (Its Omniscient.)

Do the right things and the market will reward you; misbehave and you will be punished! (Its benevolent.)

Well, omnipotence, omniscience and benevolence are attributes of a god, and Senators don't often fight with god!

What's sorely missing from these beliefs and assumptions is evidence!

Where's the evidence that removing regulation from the airline industry had good effects?

Where's the evidence that removing FCC restrictions on media ownership had good effects?

Where's the evidence that removing government regulation from any industry has had good effects?

Of course it's worse than that. It goes beyond a lack of evidence because there's plenty of evidence to the contrary! Holding those beliefs requires ignoring loads of evidence: ignoring the damage done to the airlines by deregulation; the damage done by media concentration; the continuing damage done to America's middle class; ignoring: (insert your favorite)

How can proponents of unregulated markets justify ignoring the facts? Its crazy, but it's also a necessary part of their false methodology which loves theory but avoids experience – the facts. One of their leading "lights." economist Ludwig Von Mises, carries it to extreme levels actually claiming that facts cannot disprove his theories! So we are dealing with momentous errors of judgment and methodology.

Though these men are in the U.S. Senate, they are thinking like scared children. But such errors belong in children's sand boxes, not our nation's halls of power.

This battle over methodology is an old fight. We even see it in our nation's beginnings. Ben Franklin's 1729 essay "The Nature and Necessity of a Paper Currency" gave the correct methodology when he summarized the ideas used to help Pennsylvania set up its paper money system in 1723 rescuing her from a prolonged usury crisis. Franklin told the world:

"Experience, more prevalent than all the logic in the world has fully convinced us all that paper money has been of the greatest benefit to the country."

Maybe as some Senators voted against stopping oil speculation, perhaps a more human inner voice rebelled against what they did. Was that voice stifled by an unholy combination of greed & selfishness, assuaged by their comforting though unsupported belief in the utility of unbridled selfishness and greed? The false notion that selfishness "works?"

The Senators are not demonic, but their ideology, summarized as "Market worship," which ignores the human part of the resulting tragedies, certainly is.

U.S. Must Buy Assets to Prevent `Tsunami,' Gross Says (Update3)

Sept. 4 (Bloomberg) -- The U.S. government needs to start using more of its money to support markets to stem a burgeoning ``financial tsunami,'' according to Bill Gross, manager of the world's biggest bond fund.

Banks, securities firms and hedge funds are dumping assets, driving down prices of bonds, real estate, stocks and commodities, Gross, co-chief investment officer of Newport Beach, California-based Pacific Investment Management Co., said in commentary posted on the firm's Web site today.

``Unchecked, it can turn a campfire into a forest fire, a mild asset bear market into a destructive financial tsunami,'' Gross said. ``If we are to prevent a continuing asset and debt liquidation of near historic proportions, we will require policies that open up the balance sheet of the U.S. Treasury.''

The government needs to replace private investors who either don't have the money to buy new assets or have been burned by losses, Gross said. Pimco, sovereign wealth funds and central banks are reluctant to fund financial firms after losses on investments they made to support the companies, Gross said. The world's biggest banks and brokers have raised $364.4 billion in new capital after more than $500 billion in writedowns and credit losses since the beginning of last year.

Since financial markets seized up a year ago as the subprime-mortgage market collapsed, the Standard & Poor's 500 Index has fallen 13 percent and home prices are down more than 15 percent. Yields on investment-grade corporate bonds, debt backed by commercial mortgages as well as credit cards reached record highs last month relative to benchmark rates.

`Mom and Pop'

Gross cast a bleaker view for the prospects of the world's financial markets than in previous notes to clients. The fund manager has previously called on lawmakers to support housing with legislation passed in July that allows lenders to forgive some of homeowners' debt and then refinance them into government-insured loans.

Pimco, a unit of Munich-based Allianz SE, is seeking to take advantage of declines in home-loan bonds. The firm is raising as much as $5 billion to buy mortgage-backed debt that has plunged in value, according to two investors with knowledge of the matter. The Distressed Senior Credit Opportunities Fund will invest in securities backed by commercial and residential mortgages, said the people, who asked not to be identified because the fund is private.

Paulson Rescue

Treasury should support not only mortgage finance providers Fannie Mae and Freddie Mac, but also ``Mom and Pop on Main Street U.S.A.,'' by subsidizing rates on home loans guaranteed by the Federal Housing Administration and other government institutions, Gross said. A new version of the Resolution Trust Corp., which bought assets from failing institutions during the savings-and-loan crisis of the 1980s, may also work, he said.

U.S. Treasury Secretary Henry Paulson arranged a rescue package for Washington-based Fannie and Freddie of McLean, Virginia as concern escalated the government-chartered companies didn't have capital to withstand the housing slump. Treasury pledged to pump unlimited debt or equity into the companies should they need it.

As Fannie and Freddie, banks, securities firms and hedge funds shrink, yields on all debt assets will rise compared with benchmark rates and volatility will increase, Gross said. The declines will end once sellers have depleted their assets and sufficient capital has been raised, Gross said. Unless ``new balance sheets'' emerge, prices of almost all assets will drop, even those of ``impeccable'' quality, he said.

`Anorexic' Appetite

The extra yield demanded on Ginnie Mae's 30-year, current- coupon mortgage-backed securities over 10-year Treasuries has climbed to 1.75 percentage points, from 0.87 percentage points at the start of last year, according to data compiled by Bloomberg. Bonds guaranteed by the U.S. agency are backed by the U.S. government. Spreads on 2-year AAA rated bonds composed of federally backed student loans have climbed to 0.95 percentage points over benchmark rates, from 0.01 percentage points below, Deutsche Bank AG data show.

``There is an increasing reluctance on the part of the private market to risk any more of its own capital,'' Gross said. ``Liquidity is drying up; risk appetites are anorexic; asset prices, despite a temporarily resurgent stock market, are mainly going down; now even oil and commodity prices are drowning.''

Home Prices

The decline in home prices hasn't been seen since the Great Depression, Gross said. That drop translates to an even bigger decline in overall wealth as the effects ripple through markets, Gross said. Home prices in 20 of the largest U.S. metropolitan areas fell 15.9 percent in June from a year earlier, according to an S&P/Case-Shiller index.

Fannie and Freddie 30-year fixed-rate mortgage bond yields, which influence the rates on most new home loans, have probably risen 75 basis points because of the waning demand, Gross said. A basis point is 0.01 percentage point.

The Pimco Total Return Fund returned 9.8 percent in the past 12 months, beating 97 percent of its peers in the government and corporate bond fund category as of Sept. 3, according to Bloomberg data. The returns are 5.76 percent annually over five years. Pimco has about $830 billion of assets under management.

About 61 percent of Gross's holdings were mortgage-backed securities as of June 30, mostly debt guaranteed by Fannie, Freddie or Ginnie Mae, according to data on Pimco's Web site.

``In a global financial marketplace in the process of delevering, assets that go up in price are rare diamonds as opposed to grains of sand,'' Gross said.

Compañeros:

Sofocado y aterrorizado por la tiranía que domina a Venezuela desde hace tantos años, el pueblo trabajador venezolano que tantos esfuerzos ha hecho para librarse de su verdugo está encaminándose para hacer un nuevo esfuerzo en pro de conseguir la libertad. Sin embargo, la ignorancia en que la tiranía de Juan Vicente Gómez ha mantenido al pueblo ha impedido ver a muchos trabajadores el hecho de que la mayoría de aquéllos que pretender ser «revolucionarios», como el general Arévalo Cedeño y otros caudillos, sólo representan los intereses de los hacendados y de la burguesía, es decir, de los ricos del país, y no son otra cosa que nuevos tiranos que se disfrazan con la bandera revolucionaria para adueñarse del poder y continuar por su propia cuenta la explotación de los trabajadores.

Los trabajadores del mundo entero saben que existen dos clases de gente: los que trabajan y los que explotan, pero la verdad evidente y palpable de que nada hay de común entre estas dos clases, de que los intereses entre explotados y explotadores son irreconciliables, no ha sido comprendida por muchos de los trabajadores venezolanos de la ciudad y del campo.

En todos los países del mundo los obreros y los campesinos, que son los que con su labor producen todas las riquezas, están organizados en sus propios partidos de clase, en sus propios sindicatos y ligas campesinas que representan y defienden sus intereses. Los capitalistas y los hacendados, esto es, los ricos dueños de las fábricas, empresas y tierras, también están organizados en sus propios partidos de clase y bajo la protección militar de su estado tratan de perpetuar la explotación de los que trabajan.

Si en Venezuela existe una lucha entre los ricos partidarios de Juan Vicente Gómez y su familia y los ricos partidarios de otros caudillos que representan sus intereses, esto se debe a que cada uno de ellos quiere más, quiere apoderarse de todo para sí, quiere llevarse lo que el otro tiene, quiere ser el único explotador y se disputan el privilegio de exprimir al pueblo trabajador con los mismos métodos y con el mismo fin. Los que están en el poder como el tirano Gómez hablan de «paz y orden», y los que como Arévalo Cedeño y otros quieren obtener el poder hablan de la «revolución», pero en verdad sólo hay entre ellos una diferencia de palabras, pues todos son enemigos encarnizados del pueblo trabajador.

¿Qué quiere el pueblo trabajador?

El pueblo trabajador quiere librarse de la explotación y de la tiranía de Gómez y por lo mismo tampoco quiere que lleguen al poder otros caudillos como los Arévalo Cedeño, Olivares, Ortega Martínez, etc., pues esto significaría continuar en la misma esclavitud. Los conuqueros, los peones de las haciendas, los arrendatarios, a quienes pertenece la tierra por derecho natural, pues son ellos quienes la labran y la hacen fructificar a fuerza de sudores y fatigas, quieren que ésta pertenezca a ellos y no a los ricos. Los obreros de las minas y de las grandes empresas y fábricas quieren que el resultado de su labor y las máquinas con que trabajan estén bajo su control, quieren trabajar menos horas y recibir mayores salarios y que se les trate bien, quieren vivir como hombres libres y no vilmente explotados desde que nacen hasta que mueren lo mismo que esclavos. Todo esto es exactamente lo contrario de lo que quieren los patrones y los caudillos que representan sus intereses. Por eso el general Arévalo Cedeño que actualmente combate contra Gómez, temiendo que los trabajadores logren librarse de la explotación ayudados por los trabajadores verdaderamente revolucionarios que son los COMUNISTAS, dijo que cuando el llegara al poder «no habría bastantes árboles en las riberas del Orinoco para colgarlos». Gómez los asesina con torturas y trabajos forzados en las carreteras y Arévalo Cedeño quiere colgarlos; ésta es la única diferencia que existe entre los dos, ambos quieren ver verdugos de los trabajadores, ambos son enemigos del pueblo.

Venezuela no está explotada solamente por los ricos venezolanos, sino también por los ricos extranjeros: los americanos del Norte, los ingleses, los franceses y otros. Esto es lo que se llama la explotación imperialista. Los grandes hacendados y los capitalistas venezolanos cualesquiera que sean sus caudillos están unidos con los imperialistas. Tanto aquéllos como éstos están de acuerdo en explotar a los trabajadores de Venezuela y se apoyan unos a otros en contra de éstos. Gómez o cualquiera de los caudillos que pretenden suplantarlo, negocian gustosamente y en cualquier tiempo con aquellos de los imperialistas que les ofrezcan mejores gangas. Todos, pues, son traidores del pueblo que venden diariamente al país o que pretenden venderlo al mejor postor imperialista.

¿Qué quiere el pueblo? El pueblo quiere echar a los imperialistas del país y aplastar a sus servidores nacionales como Gómez y Arévalo, quiere librarse de la explotación de unos y otros. Por esta razón el pueblo trabajador es antiimperialista.

¡La victoria pertenece a los trabajadores!

La inmensa mayoría de los venezolanos son los trabajadores. Los ricos son una minoría insignificante. Tan pronto como los trabajadores comprendan sus intereses de clase y se organicen tendrán el poder en sus manos. ¿Qué derecho tienen los ricos enemigos de Gómez de apoderarse de las tierras, empresas, fábricas y otras riquezas que el tirano sanguinario ha acaparado? Pues ninguno, sólo los trabajadores tienen ese derecho y para conseguirlo les basta con organizarse en su propio partido de clase y luchar por sus propios intereses.

En Rusia, el país más grande del mundo, y con una población cincuenta veces mayor que la de Venezuela y que estuvo sometida durante siglos a una tiranía tan sangrienta como la de Gómez, al régimen de los Zares, los obreros y campesinos hace ya trece años derrocaron este gobierno e implantaron el gobierno de su propia clase, el gobierno obrero y campesino llamado SOVIÉTICO. Se han repartido las tierras de los grandes hacendados entre aquéllos que las trabajaban directamente, y las fábricas, minas y empresas pasaron a ser propiedad colectiva de los obreros bajo el control del gobierno soviético. Los trabajadores de la Rusia Soviética trabajan actualmente sólo siete horas diarias, cada cuatro días de trabajo tienen uno de descanso, fuera de dos semanas de vacaciones cada año con salarios completos. Los salarios aumentan, y los precios disminuyen y no hay trabajadores desocupados. En las escuelas, colegios y universidades se da la preferencia a los trabajadores y a sus hijos y el gobierno sostiene de todo a todos los estudiantes. La mujer goza exactamente de los mismos derechos y de las mismas ventajas que los hombres y se le concede un descanso absoluto con salario completo durante dos meses antes y dos meses después del alumbramiento. Bajo el gobierno obrero y campesino se construyen en la Rusia Soviética casas cómodas e higiénicas para los obreros, magníficos edificios para sanatorios, hospitales, clubes, bibliotecas y escuelas para los trabajadores, los cuales gozan de una libertad y bienestar nunca conocido en el mundo por la clase que todo lo ha producido.

Los trabajadores del mundo entero están luchando y organizándose para hacer lo mismo que sus hermanos de clase en Rusia. Los trabajadores venezolanos no han de faltar en esta lucha gloriosa por la libertad y el derecho de vivir bien. Ellos también se solidarizaran con todos los trabajadores del mundo para aplastar a sus propios tiranos e implantar el gobierno soviético de los obreros y campesinos en Venezuela.

¡A la lucha, trabajadores venezolanos! Organizaos para conquistar el pan, la sierra y el bienestar de hombres libres. Derrocad la tiranía e implantad vuestro propio gobierno de clase, el gobierno obrero y campesino.

Clase media o pequeña burguesía

Hay gentes como los pequeños comerciantes, los dueños de talleres pequeños y otros que no son ni trabajadores ni ricos. Ellos también son perjudicados por el régimen de Gómez, y por la competencia que les hacen los ricos extranjeros y nacionales en sus negocios. Pero como no son ni trabajadores ni burgueses no saben con quién irse. Hablan mucho de la revolución, pero como ellos también quieren ser ricos mediante la explotación del pueblo trabajador, casi siempre se van con los caudillos de la burguesía Esta clase vacilante, esta clase media entre los trabajadores y los ricos se llama la pequeña burguesía. Entre ellos se encuentran políticos muy peligrosos para los trabajadores, porque con sus pretensiones de «revolucionarios» y su contacto directo con el pueblo en sus negocios tienen facilidad para engañarlos e inducirlos a seguir a los caudillos en contra de sus propios intereses de clase. Entre la pequeña burguesía se encuentran también intelectuales, doctores, ingenieros, empleados, estudiantes y otros que en su mayor parte se benefician del régimen general de explotación de los trabajadores. Éstos, cuando están contra Gómez, se adhieren a los caudillos de los ricos y pretender ser «revolucionarios», pero con muy raras excepciones son enemigos de la verdadera revolución de los trabajadores de la ciudad y del campo y terminan siempre por traicionar el movimiento revolucionario de los trabajadores. El pueblo trabajador debe desconfiar de esta gente en general y no permitir que tome la dirección del movimiento obrero. Entre esta pequeña burguesía o clase media hay que contar sólo con aquellos que estén dispuestos a apoyar la lucha de los trabajadores y su partido de clase el Partido Comunista de Venezuela, por emanciparse totalmente del yugo de la burguesía, es decir, de los ricos, ya estén con Gómez o contra Gómez, pero a los que quieren desviar a los trabajadores de la lucha revolucionaria por sus propios intereses en favor de la burguesía, hay que rechazarlos rotundamente como a traidores del pueblo trabajador y sirvientes de los explotadores. Hay solamente dos campos: los explotados y los explotadores; los que no están con los explotados están con nuestros enemigos. No hay un terreno intermedio en la lucha entre estas dos clases. Trabajadores, alerta contra los traidores.

Trabajadores: ingresad en vuestro partido de clase, el Partido Comunista

Por primera vez en la historia de este país se ha formado en Venezuela con su sede en Caracas un comité organizador de los trabajadores revolucionarios (comunistas) de Venezuela. Este comité se llamara COMITÉ CENTRAL PROVISIONAL DEL PARTIDO COMUNISTA, SECCIÓN VENEZOLANA DE LA INTERNACIONAL COMUNISTA.

La Internacional Comunista, organización que dirige el movimiento revolucionario del proletariado mundial, y que ha tomado la iniciativa de ayudar a los obreros venezolanos a organizarse en su propio partido de clase, tiene secciones en todos los países de la América Latina y del mundo entero, se compone de unos cinco millones de obreros y campesinos organizados, controla la Rusia Soviética con sus 150 millones de habitantes y una parte considerable de China con más de 100 millones de habitantes, lo que hace un total de mas de 250 millones en un inmenso territorio donde los explotadores han sido aplastados y los obreros y campesinos tienen el poder. La Internacional Sindical Roja, organización que lucha por el mejoramiento inmediato de la situación económica de los trabajadores, y que cuenta con 16 millones de miembros también os ayudará a organizaros en sindicatos en cada industria, empresa, mina, fabrica o hacienda para defender vuestros intereses materiales diarios contra la avaricia de la clase patronal. Ésta es la ayuda que los trabajadores organizados del mundo os aportan para organizaros a fin de libraros del yugo de los explotadores extranjeros y venezolanos.

El Partido Comunista es el partido de los obreros, defiende los intereses de todos los explotados cualesquiera sea su nacionalidad, color, raza o religión y tiene como su programa lo siguiente:

Lucha insurreccionaria contra los grandes hacendados y la entrega y distribución de la tierra entre quienes la trabajan sin pagar indemnizaciones a los antiguos dueños.
Toma de todas las grandes empresas, fábricas, minas y transportes y nacionalización de éstos para los obreros bajo el gobierno obrero y campesino.
Desconocimiento de todas las deudas a los imperialistas y a los bancos y acaparadores ricos.
Desconocimiento de todas las concesiones y privilegios de explotación a los imperialistas.
Exención de impuestos a los campesinos pobres, pequeños comerciantes y dueños de pequeños talleres.
Implantación de la jornada de 7 horas en todas las grandes empresas, fábricas y minas y la jornada de 8 horas en general.
Igual salario por igual trabajo para las mujeres y los jóvenes.
Mantenimiento por cuenta del Estado y de las empresas de los desocupados y de los incapacitados para el trabajo por enfermedad, vejez o accidentes.
Educación elemental y superior gratuita y ayuda del Estado para el mantenimiento de los estudiantes.
Entrega de la tierra decomisada a los indígenas, los cuales tendrán derecho a gobernarse a sí mismos.
Supresión de todos los arriendos y alquileres.
Las madres recibirán salario completo con derecho a descanso absoluto durante 8 semanas antes y 8 semanas después del alumbramiento y asistencia médica gratuita.

¡Trabajadores!

Los beneficios aquí enumerados los obtendréis solamente luchando vosotros mismos por ellos, con vuestra propia organización clasista. La emancipación de los trabajadores tiene que ser la obra de ellos mismos. Los caudillos sólo os traicionarán y engañarán. Vosotros mismos tenéis que libertaros y para ello es menester organizaros y controlar vosotros mismos estas organizaciones para que no se apoderen de ellas los verdugos y explotadores. Solamente así organizados y dirigidos por vuestro propio partido de clase el Partido Comunista de Venezuela, podréis luchar efectivamente y con buen éxito contra todos los atropellos de los ricos, logrando arrancarles mejoras económicas inmediatas mientras os libráis definitivamente del yugo de los explotadores implantando vuestro propio gobierno de clase (soviético! constituido por delegados de los obreros, campesinos, indios y soldados.

Si no queréis morir como esclavos, subyugados por el terror y el látigo, sin esperanzas para el porvenir, si no queréis que vuestros hijos e hijas padezcan la misma miseria y tiranía que vosotros sufrís hoy, hay que luchar para realizar el programa comunista. Sólo los cobardes se resignan a morir bajo los latigazos del déspota explotador. Los verdaderos hombres que quieren luchar para salir de este infierno a que estamos condenados en vida los trabajadores bajo el dominio de los ricos que todo lo deben a nuestra labor, se organizaron para libertarse. ¡Para qué os sirve la vida si tenéis que pasarla sofocados por la opresión, alimentados con miserables mendrugos y tratados como perros! Solo tenéis que perder en la lucha las cadenas que los explotadores os imponen.

Conclusión

El dominio de la burguesía o capitalistas ha llegado a su última etapa. El régimen capitalista se está hundiendo mortalmente herido por las propias contradicciones del sistema y por la violenta lucha de clases que de ellas se deriva. La decadencia se manifiesta palpablemente en la crisis espantosa que sufren todos los países en donde gobiernan los ricos. Hay 30 millones de hombres sin trabajo, sin pan y sin techo, condenados a ser mendigos con sus familiares. Los salarios de los que aún tienen trabajo son reducidos por los ricos que quieren echar sobre la clase trabajadora todo el peso de la crisis, de la quiebra del sistema de explotacion capitalista. Se aumentan las horas de trabajo, los impuestos y los precios de los artículos de primera necesidad. Los capitalistas de todos los países luchan unos contra otros para arrebatarse los restos del botín y se preparan a la guerra engañando a los trabajadores para que les sirvan de carne de cañón y defiendan los intereses de sus propios explotadores.

Los trabajadores que ya no pueden aguantar más el yugo que les imponen los ricos explotadores se están organizando en todo el mundo para sacudirlo y librarse de un sistema que convierte a la mayor parse de la humanidad en bestias de carga de unos pocos privilegiados. El proletariado mundial se prepare para seguir el ejemplo de los trabajadores de la Rusia Soviética, único país donde no hay crisis ni desocupación.

¡Trabajadores venezolanos! Organizaos. Todos los que no seáis cobardes suscribios al programa de liberación obrera de este manifiesto en sodas las empresas, minas, fábricas y haciendas. Es necesario organizaros en pequenos grupos clandestinos unidos entre sí y elegir delegados en comités locales afiliados al Partido Comunista y bajo la dirección del Comité Central provisional que os va a enseñar cómo se procede en la lucha por vuestra liberación. Cuidaos de los espías y traidores. No recibais en vuestras filas sino a aquellos trabajadores que sabéis bien son sinceros adherentes de la causa del pueblo trabajador.

¡Trabajadores! Luchando vosotros mismos con la ayuda del proletariado (los trabajadores) mundial, sin caudillos, ni generales extranjeros, ni nacionales, sabréis derrocar la tiranía y el régimen explotador.

¡Adelante, compañeros! Vivan los trabajadores! Viva el Gobierno Obrero y Campesino! Viva la Rusia Soviética! Viva el Partido Comunista! ¡Mueran los verdugos del pueblo trabajador!

Estatutos de la Juventud Comunista de Venezuela. CAPÍTULO I LA JUVENTUD COMUNISTA DE VENEZUELA. SUS PRINCIPIOS, SUS OBJETIVOS Y SUS FUNCIONES Art.1.-La Juventud Comunista de Venezuela es una organización de cuadros, política, combativa y revolucionaria que actúa en el seno de los jóvenes. Desarrolla una amplia labor social impulsando la organización y movilización de la juventud de nuestro país hacia la lucha por sus derechos y reivindicaciones, la autodeterminación y la soberanía nacional, la democracia de las mayorías, la Liberación Nacional, el internacionalismo proletario, la paz, y la construcción de la sociedad socialista. La JCV realiza toda su actividad organizativa y educativa orientada por los principios del Marxismo-Leninismo, el ideario del Libertador Simón Bolívar, y con la guía política del Partido Comunista de Venezuela. Desarrolla con sus miembros los fundamentos de la moral comunista y las tradiciones patriótico-revolucionarias del pueblo venezolano, inspirados en el legado de nuestros héroes indígenas, de la resistencia afroamericana, de los patriotas de la gesta independentista latinoamericana, del gran ejército libertador, de las luchas por la revolución mundial, y de los fundadores y mártires del Partido y su Juventud Comunista. La JCV es autónoma orgánicamente y en cuanto a sus funciones específicas. Es la organización de reserva de cuadros del Partido Comunista de Venezuela y principal auxiliar de éste en la divulgación e impulso de su política entre los jóvenes, y como tal desarrolla su actividad tomando como guía y aplicando el Programa y la Línea Política del Partido, acompañando creadoramente las directrices emanadas de sus organismos dirigentes, y manteniendo absoluta fidelidad a los intereses de la clase obrera y de todo el pueblo venezolano. La JCV se declara defensora de la paz y la solidaridad mundiales. Está al lado de los pueblos que luchan contra cualquier forma de dominación, apoya moral y políticamente a los movimientos democráticos, populares y de liberación contra el imperialismo y sus lacayos; expresando en forma decidida los ideales del internacionalismo que nos legaron nuestros libertadores. *Art.2.-La JCV lucha permanentemente por lograr que la juventud venezolana se involucre de manera activa en su Plataforma de Lucha y asuma como propias las transformaciones que plantea el Programa del PCV, entendiendo que ambos están íntimamente relacionados con sus reales necesidades. La JCV trabaja incesantemente por educar, organizar, unificar, y movilizar a los jóvenes por la conquista de sus derechos a la vida, al trabajo, al estudio, la salud, la vivienda, la cultura, la recreación, y la seguridad social; en fin, por llevar adelante la lucha revolucionaria victoriosa por la conquista de los postergados derechos y aspiraciones de la joven generación. Art.3.-La JCV, por ser una organización juvenil, utiliza métodos propios que corresponden al medio en el cual trabaja, para llevar a cabo su actividad organizativa, educativa, política, y social. Fomenta y estimula la realización de amplias actividades juveniles que responden a las aspiraciones e inclinaciones de sus miembros. La JCV es una organización que se identifica plenamente con las inquietudes deportivas, artísticas, y culturales que animan a los jóvenes. La JCV mantiene y desarrolla amplias relaciones con las demás organizaciones juveniles, democráticas, y progresistas del país y el resto del mundo, en especial con aquellas que se inspiran consecuentemente en los principios del socialismo. CAPÍTULO II* *LOS MIEMBROS DE LA JCV* *Art.4.-Es miembro de la JCV, bien sea como Afiliado o Militante, todo joven entre 12 y 30 años, que exprese su voluntad de pertenecer a ella, llene la planilla de inscripción, esté adscrito a un organismo de base, acate sus Estatutos, aplique su Plataforma de Lucha, cotice regularmente, y se recense en cada oportunidad. Parágrafo Único: Atendiendo a las necesidades de la JCV o el PCV, podrán ingresar o permanecer en ella, personas fuera de los límites de edad establecidos, debiéndose consultar con el organismo de base al que ingresaría o en el que esté adscrito, respectivamente. Art.5.-La condición de Afiliado se establece para preparar al futuro Militante de la Juventud Comunista de Venezuela, estudiando los Estatutos, la Plataforma de Lucha y demás documentos de la JCV y el Partido, elevando su nivel político e ideológico, adquiriendo los hábitos de la disciplina conciente, adoptando la moral comunista, asimilando el valor de la crítica y la autocrítica, y la vigencia del Centralismo-Democrático; este proceso será supervisado por un tutor de la JCV o del PCV designado para tal fin por los organismos de dirección de la JCV. El periodo de la condición de Afiliado, tiene una duración de seis (6) meses, contados a partir de su inscripción en la JCV y termina con la evaluación sobre su desempeño y avance que haga el tutor con el organismo de base al que esté adscrito el Afiliado, realizando -si así lo aprueba el voto favorable de las dos terceras (2/3) partes de los Militantes- la recomendación ante el Comité Local o Regional respectivo para pasar a la condición de Militante, debiendo éste ratificar o no la recomendación. Al finalizar el periodo, el organismo de base o el Comité Local o Regional respectivo, si se considera conveniente, pueden prolongar, por una sola vez y por término no mayor de seis (6) meses, la condición de Aspirante a quienes para el momento no reúnan las condiciones necesarias. Los que, cumplidos los periodos, no resulten admitidos como Militantes de la JCV, deberán ser rechazados por el organismo de base al que estén adscritos. Parágrafo 1°. En casos especiales de Afiliados controlados por el Comité Local o Regional, será el organismo de dirección correspondiente quien haga directamente la promoción.* *Art.6.-El ingreso de personas que hayan sido dirigentes nacionales de otras organizaciones políticas, será resuelto directamente por el Consejo Central de la JCV; si se trata de dirigentes locales o regionales la decisión la tomará el CC en consulta con el nivel respectivo, local o regional. Cuando se trate de miembros de la JCV que hayan estado marginados en su condición de Afiliados o Militantes, su reincorporación la decidirá el organismo de dirección (Comité Local o Regional) inmediato superior al organismo de base al que estaban adscritos; siempre y cuando no hayan cometido faltas graves contra la JCV, el PCV, la moral comunista, o el pueblo. CAPÍTULO III* *DEBERES Y DERECHOS DE LOS MIEMBROS* *Art.7.-Son deberes de los militantes de la JCV: a)Estar adscrito a un organismo de base, debidamente inscrito y recensado, asistir a sus reuniones, participar en la aplicación de las tareas acordadas, velar por el cumplimiento de las resoluciones de los organismos en sus diferentes niveles. Los miembros de organismos de dirección local, regional, o nacional, militarán obligatoriamente en un organismo de base, debiendo cumplir un mínimo de 50% de asistencia a sus reuniones y actividades, aún cuando otorgarán prioridad a sus tareas de dirección. b)Pagar puntual y regularmente su Cotización, y ayudar a la obtención de los recursos financieros de la organización. c)Luchar por la aplicación de los Estatutos, Reglamentos, Plataforma de Lucha, y los Acuerdos y Resoluciones de la JCV, así como el Programa y la Línea Política del PCV. Conocer, estudiar, y difundir dichos documentos, así como las demás publicaciones de la JCV y el PCV. d)Contribuir a fortalecer la unidad ideológica y orgánica de la JCV; oponerse (en los organismos respectivos) al fraccionalismo, al federalismo, al democratismo burgués, al burocratismo, al revisionismo, y al individualismo. e)Elevar constantemente su nivel político e ideológico, mediante el estudio individual y colectivo, fortaleciendo su capacidad como ente transformador de la sociedad. f)Procurar la unidad organizada de la juventud y el pueblo de Venezuela, ayudando y p articipando en las luchas que libren por la defensa de sus derechos, sus reivindicaciones, y la liberación de la explotación. Participar activamente en las organizaciones de masas relacionadas a su actividad, tanto en su centro de trabajo o estudio, como en su lugar de residencia. g)Demostrar firmeza ante los enemigos de la revolución, sus aparatos represivos y de dominación, confrontándolos ante las masas, y practicar una actitud y vigilancia revolucionarias ante cualquier situación adversa. Guardar la discreción requerida en los asuntos internos de la JCV y el PCV. h)Mantener una actitud de camaradería, fraternidad, y amistad con los miembros de la JCV y el PCV, así como la más estricta honradez, lealtad, entrega, y disciplina con la organización, independientemente de las responsabilidades que ocupa o sus méritos. Colocar los intereses de la JCV, el PCV, la clase obrera y el pueblo por encima de sus intereses personales. i)Combatir todos los vicios que atenten contra la moral comunista, tanto en su vida pública como en la privada. Acrecentar con su ejemplo y su trabajo el prestigio e influencia de la JCV. El joven comunista debe ser ejemplo a seguir para todos los jóvenes, y comportarse como tal en todos los espacios y escenarios. Art.8.-Todo militante de la JCV tiene derecho a: a)Exigir, en cualquier momento, por ante los organismos competentes de la JCV, el cumplimiento de los Estatutos, la Plataforma de Lucha, los Reglamentos, y los Acuerdos y Resoluciones de los organismos de dirección. b)Tomar parte en la elaboración de los Estatutos, la Plataforma de Lucha, y la Línea organizativa y de masas de la JCV, durante su proceso de discusión. Participar en el examen libre y abierto, en los organismos respectivos, de las cuestiones relativas a la aplicación de las políticas del Partido en la esfera juvenil. c)Elegir y ser electo democráticamente para los organismos de dirección; con las limitaciones de tener que contar el postulado un mínimo de un año comprobablemente ininterrumpido como Militante de la JCV, y las demás que establecen estos Estatutos y los Reglamentos establecidos. d)Poner en práctica la libertad de crítica y autocrítica en el seno del organismo respectivo, tanto de base como de dirección. En caso de no ser atendido en sus críticas podrá dirigirse al organismo de dirección inmediato superior, pudiendo llegar así sucesivamente al Consejo Central, la Conferencia Nacional o al Congreso Nacional de la JCV. Mientras se discuta la crítica, está obligado a cumplir la decisión tomada. e)Hacer proposiciones que tiendan a mejorar los métodos de trabajo y organización en el seno de la JCV, debiendo dirigirse para esto al organismo de base al que esté adscrito, o a los organismos de dirección, respetando el orden jerárquico ascendente. f)Recibir informes periódicamente sobre la actividad de los organismos de dirección y de su propio organismo de base. g)Participar personalmente ante los organismos correspondientes en los casos en que se adopten resoluciones sobre su actuación o conducta, salvo cuando razones de seguridad de la JCV o el Partido obliguen a lo contrario. Apelar a cualquier sanción impuesta y recibir respuesta oportuna a su apelación, en los plazos y formas que establecen los Estatutos y Reglamentos; mientras dure la apelación, el sancionado se someterá a la decisión tomada. h)Solicitar del organismo en el cual milita que éste haga su recomendación, concerniente a su promoción al PCV, siempre y cuando considere el organismo que el candidato a promover cuenta con las condiciones para pasar al Partido, cumple con lo establecido en los Estatutos del PCV para serlo, haya cumplido 23 años y tenga un mínimo de dos años ininterrumpidos como Militante de la JCV; esta recomendación deberá contar con el aval del organismo de dirección de la JCV (Comité Local o Regional) inmediato superior al organismo de base donde milite el solicitante. Casos excepcionales sobre la edad del candidato a promover serán resueltos por los organismos superiores de dirección. Los organismos de dirección facilitarán y estimularán el ejercicio de estos derechos a todos los militantes de la JCV. Art.9.-Los miembros en condición de Afiliados tienen los mismos deberes que los Militantes e iguales derechos; excepto los de ejercer el voto en las reuniones, Asambleas y Conferencias de la JCV, y ser elegidos para cargos en organismos de dirección y como delegados efectivos a los Congresos y Conferencias. CAPÍTULO IV* *ESTRUCTURA DE LA JUVENTUD COMUNISTA DE VENEZUELA* *Art.10.-El sistema de organización de la JCV, en forma ascendente, es el siguiente: a)Organismos dirigentes de los Colectivos: Secretariado de Colectivo, y Asamblea de Colectivo. b)Organismos dirigentes locales: Comité Local, y Conferencia Local. c)Organismos dirigentes regionales: Comité Regional, y Conferencia Regional. d)Organismos dirigentes nacionales: Comisión Ejecutiva Nacional, Consejo Central, Conferencia Nacional, y Congreso Nacional. Parágrafo 1°: El Consejo Central, y los Comités Regionales o Locales (con autorización de la CEN o el CC), cuando lo consideren necesario, pueden convocar Plenos de los Miembros, con carácter resolutivo. Parágrafo 2°: Para la creación de Comités Locales, se podrán agrupar los organismos de base tomando en cuenta no sólo el lugar donde actúan, sino también el carácter de los Colectivos y la actividad que realizan. Parágrafo 3°: En cualquier circunstancia, la creación de nuevos organismos de la JCV, o la disolución de algunos de los existentes, debe efectuarse por decisión del organismo inmediato superior facultado para ello, realizando consultas a los organismos que corresponda. Art.11.-Los organismos de base de la JCV son los Colectivos. Los cuales pueden constituirse por lugar de residencia, estudio, trabajo, por su carácter o actividad que realizan los miembros, integrándose con un número mínimo de tres (3) y el máximo será el que establezca el mismo Colectivo. Los Colectivos tendrán como obligación reunirse cada 15 días (si no poseen Secretariado), o por lo menos una vez al mes (si poseen Secretariado), para estudiar los diversos materiales y publicaciones de la JCV y el PCV, y los problemas políticos e ideológicos más resaltantes del momento, así como para elaborar y revisar la táctica a partir de la cual se planificarán las tareas a realizar. Las Cotizaciones de los miembros se cobran en el Colectivo. Los Colectivos desarrollan su actividad abierta a todos los jóvenes; aplican en el lugar donde actúan la Plataforma de Lucha, y los Acuerdos y Resoluciones de la JCV; toman iniciativas y realizan todas aquellas actividades que respondan a los intereses y aspiraciones de los jóvenes en el campo político, social, económico, deportivo, cultural y laboral. Los Colectivos promueven actividades unitarias con las organizaciones juveniles del lugar y propenden a la formación de organizaciones amplias de la juventud. Movilizan a los jóvenes para el combate, realizan una labor de propaganda, difunden la literatura y la prensa comunistas, y mediante este trabajo captan nuevos miembros para la organización. Art.12.-El máximo organismo de dirección de los Colectivos es la Asamblea de Colectivo, conformada por todos sus miembros, y debe reunirse en lapsos no mayores de 6 meses para hacer el balance de las tareas realizadas, y elegir su Secretariado y/o su Responsable Político. La elección se hará siempre nominal, directa y secreta. El Secretariado se elige en Colectivos con 7 o más Militantes, y nunca podrá ser mayor que la mitad de Militantes que posea el Colectivo. El Secretariado no sustituye en su actividad al Colectivo, y sus labores deben estar orientadas a que se cumpla con las tareas planificadas, dando cumplimiento al principio de dirección y trabajo colectivos, y procurando la incorporación del mayor número de miembros. Art.13.-El organismo superior de dirección de la JCV en una localidad es la Conferencia Local. La Conferencia Local se realizará una vez al año, de acuerdo a normas dictadas por el CC, y tendrá entre sus atribuciones elegir el Comité Local por votación nominal, directa y secreta. Art.14.-El organismo superior de dirección de la JCV en cada región es la Conferencia Regional. Esta Conferencia se realizará una vez al año, de acuerdo a normas dictadas por el CC, y tendrá entre sus atribuciones realizar el balance del plan de trabajo, establecer las líneas de acción del siguiente periodo, y elegir al Comité Regional en votación nominal, directa y secreta. El Secretario Político del Comité Local o Regional será elegido por éste, de entre sus miembros, por votación nominal, directa y secreta, así como los demás responsables de cada Secretaría que el Comité respectivo estime conveniente crear. Las Conferencias Locales o Regionales, serán convocadas por el organismo de dirección correspondiente o por el inmediato superior, Regional o Nacional respectivamente, o por la solicitud de las 2/3 partes de los Colectivos de una localidad o región. Las Conferencias, Locales o Regionales, podrán separar de sus cargos a cualquier miembro del Comité Local o Regional que incumpla con sus funciones, con el voto favorable de las dos terceras (2/3) partes de los Militantes delegados efectivos de la Conferencia Local o Regional, según sea el caso. Art.15.-El Comité Regional dirige y orienta las actividades de los organismos de la JCV en la región; acata, aplica y asegura el cumplimiento de los acuerdos y resoluciones de la Conferencia Regional y las que emanen de los organismos nacionales de dirección. Para pertenecer al Comité Regional se requiere poseer la condición de Militante de la JCV por tiempo comprobablemente ininterrumpido de no menor de un año (salvo casos especiales en que el CC resolverá sobre el particular), y comprobada formación política y moral revolucionaria. Art.16.-El máximo organismo de dirección de la JCV es su Congreso Nacional. El Congreso se reunirá ordinariamente cada dos (2) años, siendo convocado por el Consejo Central. Un año antes de cumplirse los dos años, el CC nombrará la Comisión Organizadora que se encargará de llevar a cabo las tareas necesarias para su realización. El Congreso se integra con los delegados electos directamente en los Colectivos, los miembros principales y suplentes del Consejo Central, y los demás que establezcan las normas de representación dictadas por el CC en cada caso. La convocatoria, así como la entrega de los materiales de discusión, debe realizarse por lo menos con 4 meses de anticipación a la fecha de realización del Congreso, en caso de ser ordinario. Podrá reunirse extraordinariamente cuando así lo convoque el Consejo Central, o lo soliciten las 2/3 partes de los organismos de dirección regionales, para el cual se adaptarán los plazos en correspondencia con la situación que se presente. Art.17.-Son atribuciones del Congreso Nacional: -Discutir, aprobar o improbar el informe del CC. -Decidir sobre la Plataforma de Lucha y los Estatutos. -Decidir en torno a la línea organizativa y de masas de la JCV. -Trazar los lineamientos generales para llevar la línea política del PCV a las masas juveniles. -Decidir en última instancia todos los casos de apelaciones presentadas. -Elegir el Consejo Central. Art.18.-El CC podrá convocar, de estimarlo necesario, Conferencias Nacionales para considerar alguna cuestión determinada, modificar los Estatutos, decidir en cuanto a las apelaciones presentadas, y suplir las vacantes en el equipo de dirección nacional. El CC dictará las normas para la convocatoria e integración de las Conferencias Nacionales. Art.19.-El Consejo Central dirige la actividad de la JCV entre cada Congreso; la representa políticamente tanto en el interior como en el exterior del país, y en ocasiones especiales puede designar esta tarea en otros militantes de la JCV; aplica las resoluciones del Congreso Nacional; vela por el cumplimiento de la Plataforma de Lucha, la aplicación de los Estatutos, y el acatamiento de los acuerdos y resoluciones; fija el plan de trabajo anual; distribuye los cuadros de dirección y vela por su formación; cuida de las finanzas nacionales; designa los redactores de los órganos de prensa nacional; elabora los reglamentos que considere necesarios; crea e integra las Comisiones necesarias para la labor de dirección de la JCV nacional e internacionalmente. El número de miembros principales y suplentes del Consejo Central lo determina el Congreso Nacional en cada oportunidad, y lo elige por votación nominal, directa y secreta. Para ser miembro del CC se debe tener un mínimo de dos (2) años comprobablemente ininterrumpidos como Militante de la JCV, y poseer comprobada formación política y moral revolucionaria. El CC se reunirá por lo menos cada 3 meses. Los miembros suplentes del CC asistirán a sus Plenos y sólo tendrán derecho a voz. El CC suplirá sus vacantes convocando entre los suplentes a aquellos que considere más idóneos. El Consejo Central con el voto favorable de la mayoría de su Pleno podrá elegir un CC de emergencia, con el número adecuado de miembros dependiendo de las circunstancias. Art.20.-El CC elige de su seno la Comisión Ejecutiva Nacional (CEN), la cual dirige todo el trabajo de la JCV entre un Pleno del CC y otro; pudiendo ser electos solamente quienes posean al menos 50% de asistencia a sus organismos de base y de dirección. El número de integrantes de la CEN lo determina el CC al elegirla. El Secretario General del CC es elegido por éste, de entre sus miembros, pasando directamente a presidir la Comisión Ejecutiva Nacional. Estas elecciones, al igual que las de los responsables de cada Secretaría que el CC estime conveniente crear, serán de forma nominal, directa y secreta. Art.21.-El Secretario General podrá ser destituido de su cargo con el voto favorable de las 2/3 partes del Consejo Central. Art.22.-El CC designa las comisiones nacionales de trabajo que considere necesarias para garantizar la buena marcha de la organización en sus diferentes frentes de actividad. Los organismos de dirección en sus diversos niveles están facultados para designar comisiones de trabajo según sus necesidades. Dichas comisiones, tienen carácter auxiliar y estarán presididas en todos los casos por el titular de la Secretaría correspondiente, del organismo de dirección respectivo. De la misma forma los distintos organismos de dirección podrán crear organismos especiales en el seno de las organizaciones de masas donde actúen los miembros de los diferentes organismos de la JCV, con el objeto de coordinar la acción de los jóvenes comunistas que desarrollan su labor en organizaciones de masas. Son atribuciones de las comisiones de trabajo, y de los organismos especiales: -Auxiliar al organismo de dirección respectivo en las labores de dirección, chequeando y asegurando el cumplimiento de las tareas acordadas. -Implementar las decisiones y resoluciones de los organismos de dirección en un frente concreto de actividad. -Adoptar iniciativas dirigidas a fortalecer la dirección política de la JCV y su desarrollo orgánico. -Rendir informes periódicos al organismo de dirección del cual son auxiliar, y, de requerirlo, a los superiores. CAPÍTULO V* *FUNCIONAMIENTO DE LA JUVENTUD COMUNISTA DE VENEZUELA* *Art.23.-La JCV funciona basándose en los principios del Centralismo-Democrático, que establecen: a)Todos los organismos de dirección de la JCV son elegidos por Asambleas de militantes o por los delegados efectivos de los mismos. Todos los miembros de organismos de dirección pueden ser revocados por el organismo que los eligió. b)Todos los organismos de dirección tienen la obligación de rendir cuentas periódicas de sus actividades e informar por todos los medios posibles sobre el contenido de sus discusiones y sus decisiones, para ser sometidos a consideración ante quienes los eligieron y ante los organismos superiores de dirección. c)Cada militante tiene la garantía de poder emitir libremente sus planteamientos en el seno de los organismos de la JCV. Todos los organismos de dirección deben velar por el cumplimiento de este principio. Pero, agotada la discusión y tomada una decisión por mayoría, la minoría debe acatar las resoluciones y llevarlas a la práctica, ya que son válidas para todos los miembros, de esta forma se garantiza la unidad de acción de la organización en el cumplimiento de sus objetivos. d)Los acuerdos y resoluciones de los organismos superiores de dirección son de obligatorio acatamiento para los organismos inferiores. Art. 24.-La JCV se orienta en su actividad por el principio de la dirección y el trabajo colectivos. Los organismos de la JCV deben discutir y decidir colectivamente las tareas y su realización práctica. La dirección y el trabajo colectivos están estrechamente ligados a la responsabilidad individual y se complementan con ésta. Art.25.-En todos los organismos, en el desarrollo de toda su actividad, la JCV pone en práctica, como elemento transformador, el ejercicio de la crítica y la autocrítica como método para corregir los errores. La crítica debe ser seria, constructiva; debe ser ejercida por cada organismo, por cada militante; debe constituir un sincero análisis de los éxitos y los errores que ayuden a mejorar el trabajo; debe estimular el estudio y la reflexión; y acrecentar la unidad y la combatividad de la organización. Art.26.-Los jóvenes comunistas, unidos voluntariamente por un ideal común, aceptan libre y conscientemente una disciplina única, válida para todos, dirigentes y miembros de base, necesaria para el triunfo de ese ideal y para el reforzamiento de la organización. La disciplina firme, consciente en el respeto de las resoluciones tomadas, refuerza la unidad y la lucha de los jóvenes comunistas y hace eficaz su acción por el cumplimiento de los objetivos fijados. Art.27.-El traslado de un miembro de la JCV de una región o localidad a otra deben estar avalados por los respectivos organismos. Tanto aquellos de donde proviene el militante o afiliado como de los que lo recibirán. Igual se aplicará para los traslados de un frente a otro de trabajo. El organismo al que le competa, de acuerdo a las características del traslado, deberá autorizar o no la realización del mismo, a objeto de facilitar la incorporación del camarada a su nuevo organismo de militancia o frente de trabajo. Art.28.-Con el propósito de estimular a los organismos y miembros que se distingan en el cumplimiento de las tareas y demuestren abnegación, heroísmo y sacrificio, se crearán y otorgarán distintivos honoríficos que contribuyan a incrementar la emulación en la JCV. Todo esto en el marco de estimular el mayor desprendimiento en las tareas que debe cumplir un joven comunista, jerarquizando en la satisfacción revolucionaria de cumplir responsable y disciplinadamente con sus deberes. CAPÍTULO VI* *LAS SANCIONES A LOS MIEMBROS* *Art.29.-Las sanciones que aplica la JCV a sus miembros tienen el objeto de contribuir a su educación comunista, corregir sus defectos y errores, inculcarles la necesidad de la disciplina, y mantener la unidad orgánica e ideológica de la JCV. Art.30.-Serán motivos de sanción la violación de los Estatutos o la Plataforma de Lucha de la JCV; el incumplimiento de los acuerdos o resoluciones de organismos superiores; el abandono de las funciones dirigentes sin causa justificada; las irregularidades en el manejo de las finanzas, los fondos, o los bienes de la JCV o el PCV; los actos de corrupción u otras irregularidades que se cometan en funciones públicas o privadas, y en organismos de masas; la realización de actividades fraccionales y el atentar contra la unidad de acción del PCV o de la JCV; el individualismo pequeño burgués; las infracciones a la moral comunista; las debilidades ante el enemigo, y todo cuanto dañe la JCV o el PCV en su actividad entre las masas. Art.31.- Según la gravedad de la falta cometida, los organismos correspondientes podrán aplicar las siguientes sanciones: a)Amonestación escrita o verbal (que puede ser ante el organismo que lo eligió, si ocupa cargos de dirección, o frente al organismo de base al cual está adscrito). b)Separación del cargo de dirección. c)Suspensión para ocupar cargos por tiempo determinado. d)Suspensión de militancia por tiempo determinado. e)Expulsión de la JCV (Esta medida extrema sólo puede ser aplicada en caso de traición y de acciones muy graves, , que atenten contra los intereses de la JCV o el PCV, y la moral comunista). determinados por el reglamento previsto para este fin. Parágrafo 1º: Cuando se impongan las sanciones de los literales b ó d, dentro del año inmediatamente anterior a la realización del Congreso Nacional, los sancionados no podrán ser postulados para integrar el Consejo Central. Parágrafo 2º: El organismo que imponga la sanción debe notificarlo en escrito razonado a los organismos de dirección inmediatos superiores hasta la Dirección Nacional, y al sancionado; y, de ser el caso, al organismo de base al que esté adscrito el sancionado. De no ser así el organismo que sanciona debe ser amonestado por el organismo de dirección inmediato superior. Art.32.-Los miembros de la JCV pueden ser sancionados por el organismo al cual están adscritos, así como por el organismo que los eligió si son dirigentes. Correspondiendo la resolución definitiva al organismo inmediato superior (facultado para ello), pudiendo llegar hasta el Congreso Nacional. El Consejo Central y la CEN pueden aplicar sanciones a cualquier miembro o dirigente de la JCV, pero, para expulsiones, debe contarse con el voto favorable de las 2/3 partes de su Pleno. Cuando la sanción la aplique la CEN debe contar con la ratificación del CC. Art.33.-Los militantes de la JCV, miembros de organismos de dirección local, regional, o nacional que abandonen sus cargos por un espacio superior a los 45 días o dejen de asistir a tres reuniones consecutivas, sin causa justificada, a los organismos de dirección a los cuales pertenezcan, serán sancionados automáticamente con la separación de su cargo y sustituidos por los miembros suplentes del organismo. De ser necesario, cuando se vea afectado el número de miembros principales de un organismo de dirección, y no hayan suplentes para cubrir las vacantes, el organismo podrá recurrir a la cooptación de otro militante para cubrirla; teniendo esta decisión carácter provisional y deberá ser ratificada por la Conferencia respectiva. Art.34.-Todo miembro de la JCV que juzgue injusta una sanción recibida puede pedir su reconsideración y apelar al organismo que lo sancionó y a los organismos superiores de dirección, sucesivamente hasta llegar al Congreso Nacional. Las apelaciones tienen que ser presentadas antes de transcurrido un mes después de notificada comprobadamente la sanción. Mientras dure la apelación el imputado deberá cumplir con la sanción. Las apelaciones deben ser examinadas y resueltas en un plazo máximo de tres meses, contados a partir de su presentación al organismo de dirección correspondiente. Art.35.-El CC podrá acordar la sanción de amonestación o disolución de un organismo de la JCV cuando éste viole colectivamente, y de acuerdo a su gravedad, la línea política trazada por la JCV o el PCV. La sanción de disolución de un organismo no implica la expulsión, separación u otra sanción a sus militantes, a menos que ello se acuerde y se consigne expresamente, bien para todos sus militantes o para una parte de ellos. CAPÍTULO VII* *LAS FINANZAS DE LA JCV* *Art.36.-Todo miembro de la JCV (Aspirante o Militante) debe pagar una Cotización, de manera puntual y regular, cuyo monto se establece en cada Colectivo, quien la cobrará y garantizará su fiel cumplimiento como elemento fundamental de disciplina y compromiso político de cada cuadro con la organización. Los Colectivos deben pagar regularmente una Cotización, con base en su número de miembros e ingresos, a su Comité Local; y éste a su Comité Regional, con base en su número de Colectivos e ingresos. Cuando no exista Comité Local, los Colectivos cotizarán directamente al Comité Regional. Los Comités Regionales deberán pagar puntualmente una Cotización mensual, fijada de común acuerdo entre el CC y el CR respectivo. Art.37.-Todos los organismos de base y de dirección de la JCV deben promover actividades que propendan a la obtención de recursos financieros, así como promover las contribuciones de amigos y simpatizantes, mediante una integral labor financiera que procure vincularse con objetivos políticos, ideológicos, sociales y organizativos. Todo cargo público o privado, obtenido mediante la organización, que ocupe un miembro de la JCV, es propiedad de ésta, así como las remuneraciones ordinarias o especiales que devenguen del cargo. Los organismos de dirección, en dependencia del nivel y características del cargo, serán responsables de controlar y supervisar su ejecución consecuente con la política de la JCV. Será facultad y responsabilidad del CC diseñar un programa nacional para la consecución de recursos financieros necesarios para la buena marcha de la organización. Será una obligación del CC y de los CR la preservación de todos aquellos bienes que posea o adquiera la JCV. CAPÍTULO VIII* *LA ORGANIZACIÓN DE PIONEROS "SIMÓN BOLÍVAR"* *Art.38.-La Juventud Comunista de Venezuela, en todos sus niveles, atiende, orienta, dirige y ayuda al impulso de la Organización de Pioneros "Simón Bolívar" (OPSB). Siendo un espacio amplio de masas la asume como tarea de primera línea para la temprana formación de cuadros de la revolución venezolana, futuros militantes de la JCV, y para que exprese los más altos valores e intereses de la niñez venezolana. El Consejo Central toma las medidas necesarias para estructurar y fortalecer orgánicamente la Organización de Pioneros, vigilante del cumplimiento de sus tareas, para lo cual se guía por reglamento especial aprobado por él. CAPÍTULO IX* *LAS RELACIONES CON EL PCV* *Art.39.-Las relaciones con el PCV, se desarrollan cumpliendo el principio de la guía política por parte del Partido y garantizando la actuación de la JCV como su reserva de cuadros y auxiliar para el trabajo en la masa juvenil. Las relaciones con el Partido se regirán con base a lo que establecen los Estatutos de la JCV y del PCV. Es obligación de los organismos de la JCV el cumplimiento de las normas que aseguren la guía política del Partido. Los organismos de la JCV y el PCV mantendrán relaciones fraternales y de respeto mutuo en sus diferentes niveles. Cuando surjan discrepancias por cuestiones políticas entre la JCV y el PCV, éstas serán resueltas mediante la discusión cordial entre los organismos de dirección de la JCV y el PCV, agotada la discusión serán de obligatorio acatamiento para toda la militancia y organismos de la JCV las decisiones emanadas, según la Línea Política del Partido. El PCV y todos sus organismos ayudarán al desarrollo de la JCV, a su organización y su fortalecimiento teórico, político, ideológico y numérico. CAPÍTULO X* *LAS RELACIONES CON OTRAS ORGANIZACIONES* *Art.40.-A nivel nacional, la JCV propicia una amplia política de unidad de acción con las demás organizaciones juveniles democráticas, progresistas, revolucionarias, bolivarianas, y antiimperialistas del país, sobre la base del respeto mutuo, de la independencia de criterios, y de la salvaguarda de nuestros principios. Art.41.-La JCV es consecuente con los principios del internacionalismo proletario, mantiene relaciones fraternales y de solidaridad con todas las Juventudes Comunistas hermanas y con organizaciones juveniles democráticas, progresistas, revolucionarias, y antiimperialistas de otros países, e impulsa la unidad de éstas. La JCV es miembro pleno de la Federación Mundial de Juventudes Democráticas (FMJD). Las relaciones internacionales de la JCV se mantienen por medio del Consejo Central. CAPÍTULO XI* *LOS SÍMBOLOS Y EL CARNÉT DE LA JCV* *Art.42.-Los símbolos de la JCV son: la bandera de color rojo, la estrella de cinco puntas, el martillo y la hoz entrelazados; el logotipo aprobado por el Congreso Nacional. La canción insignia de la JCV es La Estrella Roja. Art.43.-A cada miembro debidamente inscrito y recensado se le otorga un carnét emitido por el CC, que le acredita, según su condición, como Afiliado o Militante de la JCV. El carnét contendrá: nombre del miembro, Colectivo al que está adscrito, región y localidad de ubicación, y el control de las cotizaciones. CAPÍTULO XII* *DISPOSICIONES FINALES* *Art.44.-Estos Estatutos sólo puede reformarlos el Congreso Nacional o la Conferencia Nacional. Sin embargo el CC puede, mediante el voto favorable de las 2/3 partes de sus miembros principales, adaptar los presentes Estatutos a las situaciones de emergencia que se presenten. Art.45.-Estos Estatutos no se aplicarán con carácter retroactivo. Gobierno de Bush promueve golpes de Estado en América Latina

Caracas, 11 Sep. ABN.- Cuando se cumplen 35 años
del golpe de Estado contra el presidente chileno
Salvador Allende en 1973, financiado y promovido
por el gobierno de Estados Unidos y la
transnacional ITT, arrecian en el continente las
acusaciones a la administració n Bush por promover
intentonas similares en Bolivia, Ecuador,
Guatemala, Paraguay y Venezuela.

Con la difusión la noche de ayer -a través del
programa "La Hojilla", que emite Venezolana de
Televisión- de algunas grabaciones donde
militares retirados y en actividad discuten
posibles alternativas para dar un golpe de Estado
y asesinar al presidente Hugo Chávez, nuevamente
las miradas apuntan al Norte y al apoyo que los
sectores más radicales de ese país pudieran estar
brindando a estos movimientos sediciosos.

Paraguay

El presidente de Paraguay, Fernando Lugo,
denunció el pasado 3 de septiembre un intento de
golpe de Estado contra su gobierno, orquestado
por el ex mandatario, Nicanor Duarte, y el
general retirado Lino Oviedo, a tan sólo 18 días
de haber asumido la jefatura de la nación guaraní.

Lugo, sin embargo, destacó "la lealtad de las
fuerzas armadas a las instituciones democráticas,
su subordinación a la Constitución nacional y a
su comandante en jefe".

"Mi gobierno no permitirá que se burle la
soberanía del pueblo. Y los que pretendan llevar
adelante proyectos conspirativos serán
enfrentados con todos los instrumentos que la
Constitución pone en mis manos", agregó el
gobernante.

Fue la primera advertencia que tenían los
latinoamericanos de la existencia de sectores
dispuestos a revivir las terribles experiencias
vividas en el continente en las décadas de los
sesenta y setenta.

Guatemala

Sin embargo, a los pocos días, en Guatemala, el
presidente Álvaro Colom ordenó a la Guardia
Presidencial tomar la Casa Presidencial, ante el
descubrimiento de una red de cámaras y micrófonos
sembrados en ésta por los círculos de seguridad
más cercanos al Presidente.

Si bien a las pocas horas quedó claro que no
fueron militares quienes pretendían montar un
cerco al presidente Colom, sino Carlos
Quintanilla, director de la Secretaría de Asuntos
Administrativos y de Seguridad (SAAS),
probablemente el más poderoso funcionario
guatemalteco después del propio Colom.

Quintanilla no parecía dispuesto a aceptar la
paulatina disminución del amplio poder que
ejercía desde el 14 de enero de 2008, cuando el
propio Colom lo nombrara al frente de la SAAS, y
se preparaba para tomar medidas drásticas contra
quien lo había designado.

Bolivia

El 9 de septiembre, el ministro de Gobierno
boliviano, Alfredo Rada, acusó al prefecto de
Santa Cruz, Rubén Costas, y al presidente del
Comité Cívico cruceño, Branco Marincovik, de
promover la "violencia fascista para acabar con
la democracia".

El ministro de la Presidencia de Bolivia, Juan
Ramón Quintana, aseguró que "estamos en el umbral
de un golpe atípico contra el orden institucional
desde las prefecturas y los comités cívicos y en
el que ya no se necesitan tanques".

Sin embargo, el presidente Evo Morales reiteró el
lunes su llamado al diálogo a los prefectos del
Consejo Nacional Democrático (Conalde, integrado
por los prefectos de Santa Cruz, Pando, Beni,
Tarija y Chuquisaca), al tiempo que anunció la
declaración de "persona no grata" del embajador
de Estados Unidos, Phillip Goldberg.

Goldberg se había reunido clandestinamente en
días pasados con Costas y Marinkovic, y estuvo
involucrado en un escándalo de espionaje hace
pocos meses, por el que el gobierno
norteamericano debió pedir excusas a Bolivia.

"Este nivel de intromisión no podemos permitirnos
y a estos elementos tenemos que sumar las
acciones de Goldberg en Kosovo con criterios
separatistas de estos vampiros políticos, a
través de la 'media luna' con una clara
intromisión de la embajada de Estados Unidos
junto a una minoría agropecuaria y productiva',
manifestó el también diputado del MAS René
Martínez.

Venezuela

El Presidente Chávez ordenó una investigación
luego de que, en una grabación presentada por el
programa "La Hojilla", se escuchó al
vicealmirante Carlos Millán Millán, al general de
la Guardia Nacional Wilfredo Barroso Herrera y al
general de la Aviación Eduardo Báez Torrealba,
planificando la toma del Palacio de Miraflores.
El plan involucra el uso de aviones F-16 de la
Base Libertador y el asesinato del presidente
Chávez.

Aristóbulo Istúriz, dirigente del Partido
Socialista Unido de Venezuela (PSUV), declaró que
los planes de magnicidio contra el presidente
venezolano obedecen a un mandato del imperio
estadounidense y que esta campaña no es sólo en
contra de Venezuela, sino en contra de todos los
países que luchan contra el capitalismo.

En rueda de prensa desde la sede del PSUV, dijo
también que los sectores opositores planifican
"guarimbas" y desestabilizaciones contra el
inicio del periodo escolar 2008-2009, así como
contra el normal funcionamiento de hospitales y
otras instituciones, y que para esto "organizaron
un movimiento (...) Ahí está involucrado el
movimiento 2-D (movimiento supra-partidario que
agrupa a dirigentes de oposición), o ¿ustedes
creen que esos militares están solos?", se
preguntó Istúriz.

Por otro lado, el ministro del Poder Popular para
Relaciones Interiores y Justicia, Tarek El
Aissami, señaló que ante "la posibilidad de un
magnicidio, de provocar escenarios de violencia y
de desestabilizació n y lo decimos con elementos
de prueba" y responsabilizó a grupos económicos y
políticos, como el movimiento 2-D "que reúne a
más de '2-delincuentes' , militares en situación
de retiro, que están otra vez acariciando, la
posibilidad de un golpe de Estado o peor, un
magnicidio".

"Pero estamos preparados, nuestro pueblo está más
preparado que en el 2002, y se estrellarán
quienes pretendan nuevamente arrastrar al país
hacia esos escenarios y los cuerpos de seguridad
y el Estado actuaran con determinación para
garantizar la paz de nuestro pueblo", afirmó El
Aissami.

El presidente de la República, Hugo Chávez,
afirmó que "se reactivan los planes para matarme,
y las fuerzas yanquis están buscando militares
activos y pilotos que bombardeen Mirafores o, en
su defecto, el programa dominical Aló,
Presidente".

"Sabemos desde hace tiempo que están buscando
cohetes tierra-aire y equipos sofisticados para
volar el avión presidencial" , e indicó que
también han planeado bombardear Miraflores.

Chávez indicó que se han neutralizado una gran
cantidad de conspiraciones en los últimos años
gracias a las mejoras en los cuerpos de
Inteligencia venezolano. "Hemos infiltrado
movimientos de los más radicales, fascistas que
están intentando incendiar el país".

"El imperio está desesperado y los pitiyanquis de
aquí los están ayudando para atacarme",
puntualizó.

"Este es un Gobierno, una Revolución y una
conciencia que construye una Patria nueva. Porque
seguimos dando respuestas a las necesidades de
las población en los sectores que nos competen en
la administració n del Estado", culminó Chávez.

Estados Unidos ha intervenido o ha auspiciado
golpes de Estado en todos los países del
continente americano, siendo particularmente
graves las décadas de los sesenta y setenta, en
que el gobierno norteamericano había colocado
gobiernos militares simultáneamente en todos los
países latinoamericanos, excepto Venezuela.

Llamamos a nuestros partidos hermanos del
movimiento comunista internacional a manifestar
de nuevo, como siempre lo han hecho, su
disposición a unirse a la denuncia de las
intenciones imperialistas y su solidaridad con el
pueblo venezolano y el gobierno revolucionario.

Caracas, 11 sep. Tribuna Popular TP.- El Partido
Comunista de Venezuela, ante la reciente
denuncias de conspiración de sectores fascista,
reiteró el llamado de alerta al pueblo venezolano
y manifestó que la defensa de los procesos
revolucionarios en el continente es una defensa
que debe coordinarse internacionalmente.

A continuación la Declaración Pública del Buró Político de hoy:

DECLARACIÓN DE PRENSA

El Buró Político del Comité Central del Partido
Comunista de Venezuela (PCV), ante las recientes
revelaciones acerca de una conspiración en curso
con participación de altos oficiales retirados y
activos de la Fuerza Armada Nacional, con miras a
una intentona golpista y al posible asesinato del
Presidente Chávez, se dirige a la opinión pública
nacional e internacional para hacer saber lo
siguiente:

1.- Declaramos nuestra solidaridad activa con el
Comandante Hugo Chávez Frías, Presidente de la
República Bolivariana de Venezuela, y con el
gobierno que él preside, y convocamos a todos los
organismos de nuestro Partido y de la Juventud
Comunista de Venezuela (JCV), a nuestros
militantes, afiliados, simpatizantes y amigos, a
mantenerse alertas y dispuestos a la acción de
defensa del gobierno constitucional si llegara a
ser necesario.

2-. Insistimos, como lo hicimos en nuestra rueda
de prensa del pasado lunes 8 y como lo hemos
hecho en numerosas otras oportunidades, en que
detrás de todos los planes conspirativos y
golpistas contra nuestro gobierno constitucional
y contra nuestra revolución bolivariana, están
los intereses del imperialismo internacional, y
en particular del gobierno y las grandes
corporaciones de los Estados Unidos. Llamamos al
pueblo de Venezuela, en este sentido, a reafirmar
su vigilancia y su compromiso de lucha
antiimperialista.

3.- Llamamos a nuestros partidos aliados, a las
organizaciones sociales y sindicales, y a todas
las fuerzas integrantes de la Alianza Patriótica,
a una reunión de emergencia para coordinar
nuestros esfuerzos ante esta situación.

4.- Nos unimos a la movilización convocada por
nuestros aliados del PSUV para el día 15 de
septiembre, con el objetivo de exigir la más
rigurosa investigación de los detalles de esta
conspiración por parte de la Fiscalía General de
la República y los órganos jurisdiccionales
correspondientes, a fin de develar las
características y alcances de los planes
golpistas y castigar a quienes resulten
involucrados.

5.- Convocamos a todo el pueblo venezolano a
demostrar por diversos medios, el repudio a las
aviesas intenciones del imperialismo
internacional y sus lacayos nacionales, y a
manifestar activamente el apoyo al Presidente
Chávez y su gobierno.

6.- Llamamos a nuestros partidos hermanos del
movimiento comunista internacional a manifestar
de nuevo, como siempre lo han hecho, su
disposición a unirse a la denuncia de las
intenciones imperialistas y su solidaridad con el
pueblo venezolano y el gobierno revolucionario.
